OBJECTIVES OF THE PROGRAMME :
The Information and Communication Technologies Unit (ICT) provides information and communication technology services to WHO programmes, including the Inter Country Support Team Office, and WHO country offices in the region. The unit is also responsible for the formulation, implementation and coordination of WHO ICT strategies and policies in the region.

Description of duties:
The incumbent performs the following duties:
- Manage and maintain reliable and up-to-date ICT environment (LAN/WAN/GPN) including cabling, switching and routing set-ups and configurations in IST Libreville;
- Deploy and maintain efficient and reliable wireless network infrastructure for IST Libreville and assist/support WCOs in similar installations;
- Ensure proper and efficient network accessibility and connectivity for IST/CA end-users' devices (desktop, laptops, printers, telephones, mobile devices, etc.);
- Plan for and implement necessary upgrades/improvements on the LAN infrastructure (installation of new network points, definition of VLAN, assignments of network points, etc.);
- Ensure ICT standards and policies are followed and maintained;
- Advise, Assist and provide technical support to IST Libreville and CO in terms of LAN/WAN/GPN infrastructure and ICT services and operations;
- Define activities, plan for and coordinate team work in the IST Libreville;
- Ensure technical programs' databases and applications are developed and maintained as needed within the CA sub-region;
- Ensure Emergency plan and procedures are available and maintained in relation with ITM/AFRO;
- Plan for and coordinate ICT related trainings in IST Libreville and corresponding countries;
- Develop and distribute as frequently as possible statistics related to the delivery of ICT services in the sub-region;
- Perform other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced University degree or equivalent training or experience in computer science or a related field.

Desirable: ITIL, COBIT, Microsoft, CISCO or Alcatel PABX Certification will be an asset.
Skills: 
- Proven supervisory /leadership skills
- Ability to take initiatives and maintain effective working relationship with people of different nationalities and cultural backgrounds;
- Good interpersonal and communication skills;
- Ability to work under pressure.

- Good knowledge of standard office software, WHO corporate systems and communication networks will be an asset.

Experience:
Essential:
- At least 5 years at international level in management of computer hardware, software, networking and communications technology;
- Knowledge of relational database and client/server architecture.

Desirable:
- Experience in project management as well as solid knowledge of technology trends for effective user and ICT infrastructural support.
Languages:
Excellent written and verbal communication in English or French, with a good working knowledge of the other.
Annual salary: (Net of tax)
USD 56198 at single rate
USD 60205 with primary dependants
Post Adjustment: 57.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
