Advisor on National Investment Planning and Financing, Kigali

Field of activity
To achieve the status of a middle income country, like stated in the vision 2020 as a goal for Rwanda, the country needs to increase private and public investments massively. The Economic Development and Poverty Reduction Strategy plans the increase of Foreign Direct Investment from 2,3% (2012) to 4,5% (2017) of Gross Domestic Product (GDP) and private investment from 10 % to 15% of GDP in the same timeframe in a rapidly growing economy. It also mentions the need to develop new and innovative modes to finance these investments, without being detailed on how to do it.
The new procedures for Investment Planning and Financing shall address the link between public and private investments and promote a more private sector driven growth with high impact on employment. They shall help organise the cooperation between the agents by providing clear definitions of processes. The new PPP-law gives a legal framework for public and private financing and therefore helps to broaden the financing options for development projects.It is in that context that the project will be primarily directed at capacity building of the National Investment Committee (NIC), the National Development Planning and Research Directorate (DPRD), the Financial Sector Development Department, the Rwanda Development Board (RDB), and the coordination with the related line ministries and downstream institutions. Because it is a highly sensitive area, implementation can only be successful on the basis of a good coordination and trustful cooperation with the counterparts.
Your tasks
As Advisor on Investment Planning you will have the following duties and responsibilities:
  • Identify key priority areas for capacity building and research in the whole investment cycle. This includes also specific means for investment financing;
  • Develop a yearly action plan that includes a training plan for skills development to ensure sector specific economic knowledge and analytical abilities;
  • Show inter-linkages between economic policies/strategies and different programs of the Government of Rwanda;
  • Provide technical advice on financing strategies to be pursued for large investment projects based on analytical work conducted
  • Assist partners in their inter-institutional work, especially the National Investment Committee;
  • Provide terms of reference for short-term experts and consulting firms, e.g. for trainings, and help to identify suitable experts for: National Planning and Research Directorate to build capacity for research and analysis of National Investment Strategies; Financial Sector Development Department of MINECOFIN, to provide expertise on investment financing, develop roadmaps for specific means of finance in close coordination with DG of the department.
The investment planning advisor will participate in GIZ meetings and GIZ sector network meetings and job related trainings. He will be also responsible for M&E issues of this intervention area, as well giving inputs for reporting.
Your profile
You have extensive knowledge and experience in line with the objectives below and you have the following attributes:
  • At least a Master's Degree in Economics or Engineering
  • Sound knowledge of investment planning policies and procedures, development economics and PPP's. Experience with investment financing is desired.
  • A good working knowledge and good understanding of public investment programs and their implementation, as well as project management experience with the implementation of large scale investments
  • Practical experience of at least 5 years in developing economic policies and strategies;
  • Practical experience in economic policy implementation and experience in capacity building and knowledge transfer are desired;
  • Good communication and report writing skills;
  • Proactive approach, team person, integrity and respectful attitude towards government officials;
  • Very good access to networks and experts relevant for the Project's work.
Assignment period
as soon as possible until March 2018
