Senior M&E Advisor, Namibia

Overview:
The Senior Monitoring and Evaluation (M&E) Advisor will provide overall leadership to all project M&E activities and M&E staff for all technical areas, including ensuring data quality, documentation of project results, and timely reporting to the donor to a USG-funded Clinical Services Strengthening Project.  This program aims to strengthen capacity tomprovide high-impact in-service training and high-quality clinical services.  The project will operate over a 5-year period. This position is contingent upon award
Responsibilities:
▪         Leads the development of project M&E strategies, frameworks, plans, and indicators to capture project performance and results in support of clinical service strengthening and  the “Three Ones” principle of one M&E framework supported by PEPFAR in relation to HIV clinical services.
▪         Provides technical leadership and guidance to technical and program staff in planning and implementing M&E systems and activities, program assessments, data-driven decision-making and results reporting.
▪         Leads capacity development of program staff and project counterparts at all levels to participate in and lead, as needed, project monitoring and evaluation activities, and data use for programmatic decision-making.
▪         Leads documentation of project results, successes, challenges and lessons learned, including timely reporting to the donor.
▪         Writes and reviews technical components of materials, publications, and progress and annual reports, as appropriate.
▪         In collaboration with program and technical staff and counterparts, ensures implementation of M&E strategies and frameworks.
▪         In collaboration with program and financial staff, tracks M&E budgets related to project and activity budgets.
▪         In collaboration with project management, identifies programmatic successes, challenges and lessons learned, and ensures appropriate flow of information for project management, staff, and colleagues.
▪         In collaboration with program staff, ensures that necessary M&E planning, budgeting, and management activities occur to facilitate smooth and efficient program functioning.
Required Qualifications:
  • Master’s degree in public health, demography, statistics, social sciences or related field or equivalent experience
  • Minimum five years of work experience in monitoring and evaluating health and/or development projects 
  • Proven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
  • Demonstrated expertise working in a leadership capacity with international donors, senior government officials and policymakers
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
  • M&E experience in clinical services
  • Familiarity with the “Three Ones Principle”
  • Familiarity with Namibian health management information system and other national M&E systems
  • Experience and understanding of the USG framework and reporting system
  • Excellent writing and communications skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at one of the following: SPSS, Epi-Info, Stata, MS Access
  • Proficiency in word processing and Microsoft Office
  • Fluent in written and spoken English and working language in one Namibian language preferred
  • Excellent facilitation, oral and written communications skills
  • Ability to travel nationally and internationally 40%
