Chief of Party, Ebola Prevention Project, Guinea (LTTA)

PSI seeks an experienced Chief of Party (COP) starting in January 2015 to plan and coordinate all activities of an Ebola prevention project funded by KfW. The project focuses on hand washing and overall hygiene messaging in close collaboration with the Ministry of Health and implementing national and international partners.
The Chief of Party should have significant leadership, management and international development experience; a demonstrated track record in successfully managing government relations; a commitment to capacity building; experience successfully implementing international health programs centered around social marketing and behavior change communications as well as experience in emergency settings.. This position will be based in Conakry, Guinea and will report to the Country Representative. The assignment is expected to be for 12 months.
RESPONSIBILITIES:
  • Serve as main point of contact/representative of the Ebola KfW funded project and represent PSI/Guinea at the National Coordination Committee to fight against Ebola
  • Facilitate senior level policy and dialogue with the Ministries of Health, other donors and international and local partners.
  • Ensure the effective use and coordination of KfW resources and the compliance of the financial systems and controls with donor standards.
  • Lead internal and external program planning and reporting including annual work planning with sub award partners.
  • Provide effective guidance and support to technical members of the management teams and staff assigned to the project.
  • Supervise project staff including international staff (Operations/grant Manager and Communication/Marketing Manager)
  • Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments.
  • Ensure high-quality periodic reporting in line with KfW and PSI requirements (quarterly status reports, quarterly financial reports, etc.)
  • Perform other responsibilities as requested by the Country Representative.
QUALIFICATIONS:
  • Masters degree in public health, social sciences, international development, business, or related field
  • 5+ years experience in the implementation and management of international development projects
  • Broad understanding of public health in West Africa
  • Demonstrated knowledge of KfW grant implementation
  • Exceptional managerial and operational experience, preferably managing complex multi-sectoral activities involving coordination with multiple program partner institutions
  • Experience working with private sector health care facilities and providers preferred
  • Experience in hygiene and/or behavioral change communications preferred
  • Excellent interpersonal and communication skills
  • Excellent management skills
  • Fluency in English and French is required
The successful candidate will embrace the challenge of creative problem-solving and the opportunity for testing unconventional approaches. Preference will be given to candidates with demonstrated emergency management experience, ethnographic training, and those that have experience working in limited-capacity settings.
