Deputy Head of Mission in charge of programs - Juba

MISSION:
SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas.
SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. 2013 has been an extremely challenging year due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The political and security events that occurred in Juba on Dec 15th, 2013 and what can now be considered as a civil war that started have dramatically changed the situation and downsized the mission. RESPONSIBILITIES
The Deputy Head of Mission (DHoM) supports the Head of Mission (HoM) in the definition of the mission’s strategy based on humanitarian context, in the implementation and the follow-up of the programs mission’s strategy.
S/He is in charge of the smooth running of the program part of the mission, monitors projects, ensuring that they are progressing in accordance with the SOLIDARITÉS INTERNATIONAL charter and complying with internal and contractual procedures.
S/He manages the technical (WaSH and Food Security) and the EPR coordinators and ensures that the program team in general is properly managed and supported.
S/He organizes donors’ proposals and reports writing with the team.
S/He mobilizes the material and financial resources necessary for the programs to run effectively and supervises the administration of these resources.
S/He is acting as HOM when required by him/her.
Key priorities:
  • To prepare new project proposals for ECHO, OFDA, CHF
  • To work with the FSL coordinator in the development of an appropriate Food Security and Livelihoods strategy for SI in South Sudan + help the preparation of the implementation of the project
  • To get a general overview of the implementation of ECHO and OFDA projects
  • To work with the program teams in the implementation of SI project follow-up tools (APU) and of Monitoring and Evaluation activities.
  • In cooperation with HOM to prepare ToR for External Monitoring and Evaluation Expert for ECHO project.
  • To contribute to the definition of 2015 SI’s strategy in South Sudan
  • To support the definition of the MEAL strategy in South Sudan
  • To support the EPR team in the implementation of emergency activities in response to the massive displacements of population + support the development of additional areas of intervention if necessary.PROFILE
Experience:
  • Masters’ degree or equivalent in law, political science, international organization management or project management or a relevant field
  • 5 years of professional experience, including a minimum of 3 years in the humanitarian environment, with at least a positive experience in leading teams for at least 2 years.
  • Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response
Skills:
  • Significant knowledge and experience of grant writing and project management for major institutional donors, including: OFDA/USAID, ECHO, UN Agencies (UNHCR, UNICEF, etc.) and pooled funding mechanisms, such as CHF
  • Proper understanding of NGO and UN coordination issues
  • Ability, acquired through experience, to professionally and appropriately represent the organization and negotiate and defend SI’s interests
  • Management abilities, and particularly team management sSkills and capacities to provide distance technical support
  • Excellent organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time
  • Strong initiatives and improvisation capacities
  • Good stress management
  • Commitment to the job and the organization, flexibility and autonomy
  • Knowledge of SOLIDARITES INTERNATIONAL’s field of expertise and specific tools would be a strong asset
Language:
  • Fluent English (written, spoken and read), essential for writing proposals and reports and for external coordination and representation meetings with other NGOs, UN agencies, donors and governmental bodies.
  • Knowledge of French and Arabic are an asset
IT:
  • Computer literacy with very good command of MS Office Suite.
CONDITIONS
Salaried post: According to experience from 2100 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
