Finance Manager – Rwanda Multi Donor Civil Society Support Programme
Objective of the Programme:
DAI is anticipating a donor-funded programme in Rwanda focusing on improving collaboration and working relations between civil society and government to strengthen the promotion of human rights, good governance, social cohesion and reconciliation, and public accountability.
Scope of Work:
The Finance Manager will work alongside the Team Leader providing programme management, and supporting the operation of a grant fund programme. The Finance Manager will support both the programme and the programme fund mechanism including overseeing due diligence assessments of potential grantees, developing a Value for Money (VfM) approach, complying with key performance indicators. S/he will work closely with Grants Manager. S/he will produce financial reports and ensure compliance with key donor requirements.
Duties and Responsibilities:
· Define, develop and implement the financial systems and procedures for programme management and delivery consistent with the requirements of donors
· Support the development of a detailed work plan and budget for year one and indicative work plan and budget for the future years of the programme
· Manage project funds, maintain project accounts and submit timely and reliable financial reports
· Facilitate timely disbursement of funds, including all direct payments from the project
· Monitor project resources to ensure timely transfer of funds
· Prepare consolidated reports on the overall financial progress of the project for DAI and the donor
· Maintain an accurate database of information on all financial transactions and disbursements records of the grants managed by DAI
· Train new finance and non-finance staff on the program’s financial controls system
· Ensure the project activities adhere to client and Head Office financial procedures as appropriate
· Ensure project financial records are up to date and accurate
· Provide senior administrative support to project procurement responsibilities including the management of vendor relationships
· Supervise the Grants Team
Requirements:
· Must have 8 year professional experience in financial management (budgeting, accounting, auditing)
· Must be a Certified Practicing Accountant
· Extensive experience with financial management of donor funded projects
· Ability to systematically break down complex problems, complete an assessment of options and propose the optimal situation
· Proficient in relevant computer applications and databases
· Fluency in English
· Ability to collect and analyze data
· Ability to work with minimum supervision and in a multicultural setting
· Rwandan experience will be considered an advantage
Education:
Advanced Degree in Finance, Business, Economics or other related field preferred
Anticipated Project Start Date:May 2015
Project Duration: 5 years plus possible 2 year extension
Project Location: Kigali, Rwanda
