Grants Manager - Rwanda Multi Donor Civil Society Support Programme
Objective of the Programme:
DAI is bidding for a DFID donor-funded programme in Rwanda focusing on improving collaboration and working relations between civil society organisations (CSOs) and government to strengthen the promotion of human rights, good governance, social cohesion and reconciliation, and public accountability.
Scope of Work:
The Grants Manager will report to the Finance Manager. S/he will assess and process grant applications from potential beneficiaries (CSOs). S/he will conduct due diligence, design eligibility criteria, and processing methods. Thematic areas covered by the fund include, social cohesion, rights and good governance.
Duties and Responsibilities:
· Establish robust and transparent grants procedures in line with donor guidelines
· Manage day-to-day operations of Grant Funds
· Overall financial management of the funds
· Assess financial and administrative capacity of grantees
· Train and coach grantees to enhance their internal capacity for absorbing funds
· Contribute to efforts in meeting donor reporting requirements as well as reporting back to the DAI offices
· Track and document fund disbursement and estimated future spending
Requirements:
· 5 or more years of experience working in international development, and managing grant funds
· Experience in managing challenge funds or grants programmes
· Experience working with DFID and/or other donors will be an advantage
· Excellent communication skills
· Understanding of key approaches to monitoring and evaluation and the delivery of value for money for donor clients
· Solid understanding of CSOs and other relevant grassroots organisations in Rwanda
· Experience working in Rwanda or East Africa
· Fluency in English (both written and oral) is essential
· Certified Public Accountant qualification is desirable
Education:Advanced Degree in Economics, Finance or Business or other related field preferred
Anticipated Project Start Date: May 2015
Project Duration: 5 years plus possible 2 year extension
Project Location: Kigali, Rwanda
