Chemonics seeks a short-term land policy review consultant for a USAID-funded program to build institutional capacity for research on land-related issues and strengthen understanding of land law and policy among citizens and the government in Rwanda. The consultant will conduct an assessment and develop a plan for a comprehensive review of Rwanda's 2004 Land Policy. The origin of the policy dates back to 2000, when drafting of the law began. Although many principles enshrined in the policy appear to remain relevant today, the land sector in Rwanda has undergone significant transformation. New realities and conditions have emerged in such realms as urban growth, climate change, environmental conditions, refugees, land pressures, and land disputes. Given the breadth and magnitude of these changes, an assessment of the suitability of the present policy to guide the land sector in addressing present and future challenges is needed.
The consultant will assess the need for review of the Rwanda 2004 Land Policy, and design a plan for a comprehensive review of it by working in collaboration with key government and nongovernment stakeholders. Slated to begin in mid-January and end in May, the position has an estimated duration of 35 days. This time period includes both desk-based research and one or more trips to Rwanda. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Draft a preliminary report on the process framing the development of the 2004 Land Policy; consultative processes for policy development and review applied in other country contexts; and current realities in the land sector, policies, law, and institutional framework for land governance, drawn entirely from secondary source research
- Draft a guide for interviewing key informants and a list of proposed key informants to interview, and conduct the interviews
- Draft a report on assessment findings that draws on both primary and secondary sources
- Present assessment findings to MINIRENA, RNRA, and LAND Project counterparts
- Draft a proposed plan for a comprehensive review of the 2004 Land Policy
- Present assessment findings and a proposed plan for review of the 2004 Land Policy at a multistakeholder forum
- Write a final report combining both the assessment findings and the proposed plan for the review of the 2004 Land Policy that reports on and takes into account feedback received from MINIRENA, RNRA, LAND Project, and other stakeholders
Qualifications:
- LL.M. or Ph.D. in law, legal anthropology, or other law-related field
- Minimum 10 years of experience in land or other natural resources-related field, preferably in Sub-Saharan Africa
- Significant experience engaging in reviews of policy related to land or other natural resources
- Demonstrated skills in qualitative research, including key informant interviews
- Significant experience designing processes for policy reviews that substantially engage civil society and ordinary citizens
- Familiarity with Rwanda's legal framework governing land and experience working in Rwanda on land-related matters highly preferred
- Excellent English oral and written skills required; oral proficiency in French desirable
