Program Manager II -Area Manager (Northern Jonglei), JFSP

OVERVIEW:
CRS is leading the implementation of the Jonglei Food Security Program (JFSP) in South Sudan, in a consortium with Save the Children (SCI). CRS South Sudan seeks an Area Manager (AM) for the JFSP to be based in the CRS field office in Yuai, Uror County of Jonglei State. The post reports directly to the CoP/DCoP based in Bor, Jonglei State. The post supervises the Field Area Coordinators (FACs) for JFSP in Ayod and Uror and leads the team of international program managers based in Yuai. The post will also provide technical support to the SCI teams implementing the JFSP in Akobo and Nyirol counties. The post will manage and support the CRS PMs and FACs to implement successfully all aspects of programs and operations for JFSP in their respective counties. The post holder will also act as the liaison point for the JFSP at senior management level in CRS Bor for the JFSP to ensure that field teams are resourced, equipped and supported to manage the resources and assets and implement program activities in each county. The post will provide mentoring and set goals and targets for the FACs, in coordination with the program and commodity team leaders in Yuai and Bor for the JFSP. The AM is responsible for overseeing the work of the FACs in team safety and security, proper utilization of assets and resources, timely planning, effective program implementation and mandatory M&E reporting of program activities and accounting for JFSP commodity. The post holder will act as the primary Northern Jonglei state level representative of CRS and JFSP to government and non-government agencies, other authorities and stake holders and communities.
JOB RESPONSIBILITIES:
• Manage the FACs and ensure that they are trained and mentored and supported to oversee the implementation of all field level activities ( FFA, DDR, M&E etc.) conducted by their teams.
• Manage the JFSP technical sector leads for commodity, NFIs, M&E and program based in Yuai for northern Jonglei.
• Identify FAC and PM training needs and assist in organizing training as required on sector program areas, operations/finance, HR, M&E, finance or commodity is required by the FACs to carry out their roles effectively.
• Organize and oversee a schedule of regular working visits to all the counties by the technical leads to assist FACs and JFSP team leaders for SCI in planning, implementing supervising and reporting on program activities and target achievement.
• Ensure that M&E quarterly achievement targets for all county teams are used for program planning and that all field staff uses the required M&E reporting tools on field visits and document activities according to JFSP standards.
• Work with the JFSP SMT to ensure that appropriate technical support on program, operations and commodity is planned and delivered to support the work of the field teams.
• Coordinate with the Commodity Area Coordinators to ensure that USAID commodity management and reporting standards are understood by FACs and field teams and that all necessary management checks, including monthly physical counts, are undertaken as per regulations and policy.
• Support the FACs in ensuring that CRS security protocols, including communications, vehicle use and health and safety, are observed by all field office staff and by all other CRS staff/visitors travelling at county level.
• Enable the FACs and PMs to contribute to the drafting and development of JFSP’s key reports and documentation, internal and external.
• Ensure that FACs and PMs provide program performance reports (or indicator tracking table-ITTs) to time lines and that monthly and quarterly performance review meetings are held at county level with all JFSP team members and county level government stakeholders.
• Support the FACs and PMs to develop cash forecasts, manage finances for the county level field programming and operations and implement essential controls on receipts and cash management.
• Work with the JFSP Bor Operations and FACs to develop and organize a supply chain management system for essential inputs: fuel, spare parts, office stationery etc. and set up necessary control systems for stores and accounting at field level.
• Ensure that CRS and JFSP teams maintain strong coordination with the county level RRC and local authorities.
• Ensure the timely submission of reports and information to the government partner at state and county level.
• Ensure the participation of the PMs and FACs in any new program initiatives and work with the program team to develop new proposals.
• Ensure the proper financial, material and manpower resource management as per the agency and donor regulations.
• Provide regular security and emergency situation updates to the COP/DCOP.
• Represent the Agency in government and nongovernment forms.

KEY WORKING RELATIONSHIPS:
Internal to JFSP: Chief of Party, Commodity Manager, Livelihood Team Leader, M&E Manager, other sector technical team leaders , managers and field office coordinators, CRS South Sudan Country Representative, CRS South Sudan HoP, JFSP Finance and Grant manager.
External to JFSP: Jonglei State government ministries and lower level administration officials and community leaders.QUALIFICATIONS:
  1. Post graduate degree in rural development or any related fields ;
  2. At least seven years professional work experience, including at least four years in a management or supervisory position;
  3. Track record in effective team leadership and delivery of program results;
  4. Strong supervisory and team planning and management capacities;
  5. Experience of managing livelihoods or agriculture programming in a remote field location;
  6. Track record in the effective planning, manage control and utilization of program resources and assets (food commodity, cash, fuel, vehicles, etc.) ;
  7. Demonstrable high level communication skills in English, both oral and written;
  8. Strong results-focused competencies in the coordination of multiple activities, in program planning, implementation and reporting;
  9. Understanding of M&E methodologies and performance reporting;
  10. Capacity to live and work in remote field locations;
  11. High level representational and diplomatic skills with senior level stakeholders
  12. Experience in program development and design in post conflict and conflict affected regions.
    Desirable skills and qualifications
  13. Experience or qualification in any of the following would be an advantage: agriculture, livelihoods, peace-building/conflict prevention.
  14. Experience of Title ll commodity programs would be an advantage
