Emergency Response Coordinator, Liberia

Emergency Response Coordinator, Liberia
ACDI/VOCA will be implementing an integrated short-term response under the Ebola Recovery and Resilience Program (ERRP) in Nimba and Bong counties that will provide a range of basic safety nets to increase household and community resilience and food security. We are currently seeking an Emergency Response Coordinator to oversee response efforts. The Emergency Response Coordinator, under the supervision of the Chief of Party (COP), will be responsible for the management and coordination of ERRP programmatic activities to ensure program goals are achieved and impact maximized. He/she provides leadership for implementation of the main components of the ERRP program and actively manages and coordinates program implementation and activities in tandem with implementing partners within the consortium. He/she will spearhead and direct the efforts of the ERRP team during planning processes and compile the detailed implementation plan in line with the program strategic objectives and periodically review the detailed implementation plan to ensure implementation is on course. Additionally, the Emergency Response Coordinator will provide technical support to ERRP activity teams including Cash for Work Specialist, Cash for Work Facilitators, and Food Distribution Officers.
Responsibilities:
  • Provide overall ERRP program management and technical support, including compilation of periodic program reports and development of monthly activity plans in collaboration with partners.
  • Work closely with M&E team to carry out market surveys, post distribution surveys and design community assessments to inform and improve program implementation.
  • Collaborate with COP, partners, consortium members, and senior management team to reach program goals and to ensure program deliverables are achieved.
  • Lead, guide, and manage ERRP program components, through proper work planning, to ensure new and relevant information and technical support are delivered across target areas.
  • Plan and ensure the effective implementation of Cash Transfer activities, including coordination with the overall team timetable and preparation of activities with the program team.
  • Design cash transfer modalities in consultation with COP and Program Director. The modalities describe in detail all steps of the cash transfer process, starting from selection and registration of beneficiaries, preparation of documentation, to disbursement of payments to beneficiaries. The modalities clarify roles and responsibilities of each concerned team member and finance staff.
  • Train staff on the application of procedures and modalities, and on correct use of data collection templates.
  • Coordinate all Cash transfer and Cash for work activities, including coordination with staff, community and Local Government Authorities.
  • Review cash transfer activities and raise concerns regarding compliance with approved modalities to activity managers to address any compliance issues.
  • Ensure that program performance is evaluated effectively, including coordinating internal and external performance review.
  • Attend coordination meetings relevant to emergency response programs.
  • Represent the organization at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate.
  • Ensure maximum visibility of the agency amongst the NGO community.
Qualifications:
  • Advanced university degree in relevant field (development, social or political science, business management).
  • Experience implementing Cash Transfer, Cash for Work and Emergency activities/ programming is strongly desired.
  • Minimum 10 years of direct implementation experience working for national or international NGOs, particularly in relief and post-conflict settings (preferably augmented with experience in community mobilization).
  • Well-developed ability to conceptualize, plan and implement program activities creatively, as well as ability to analyze data, scale up and utilize lessons learned for the continuous improvement of program implementation.
  • Demonstrated success establishing and maintaining supervisory relationships across several departments.
  • Experience in implementing and institutionalizing comprehensive management and administrative systems.
  • Computer knowledge is required in relevant software (MS Word, MS Excel).
  • Broad knowledge of, and experience with, project management, project design and implementation, monitoring, evaluation and finances.
  • Proven strong individual and team management skills. Excellent interpersonal, organizational, project planning, and time management skills.
  • Excellent communication skills, both verbally and in written, ability to prepare reports against expected results and indicators.
  • Fluency in English required.
