****Duties and Responsibilities****
Under the guidance and direction of the Country Representative in Juba, The Procurement/Logistic Coordinator substantially contributes to the effective management of LWF Logistic department and ensures that procurement policies and operating procedures are followed in a professional way in purchasing of quality assured commodities to target timescales at a competitive price.
****Specific task :****
Role & Responsibilities
To provide a professional procurement service to the LWF/DWS project; ensuring that procurement policies and operating procedures are followed in the purchasing of quality assured commodities to target timescales at a competitive price.
Specific Responsibilities
As the leading head of Procurement/Logistic department, it will require efficiency of the purchase of goods and equipment in compliance with regulations, end user requirements and appropriate procedures and standards of ethical procurement, through the following: Sourcing:
  1. Clarify specifications with colleagues/technical specialists the specifications of the goods required fully before the tender or any procurement is done.
  2. Identify honest suppliers and approve the supplier list / sources to meet specifications using international sources.
  3. Coordinate procurement activities in liaison with colleagues in project teams.
  4. Ensure compliance with the donor’s procurement regulations and request waivers to the regulations when necessary.
  5. Update relevant information about procurement process in the database, appraise supplier performance and manage relationships with suppliers.
  6. Prepare tender documents and contract for approval and issue them to awarded suppliers.
  7. Evaluate the tenders received taking into consideration the relevant criteria including the ability to comply with terms and conditions.
  8. Make recommendations and confirm purchase orders in coordination with the project Coordinators and Finance Department.
  9. Follow-up on the timely delivery of goods by suppliers and supervise the shipping of the goods to their final destinations.
  10. Ensure proper filling of all procurement documents with respect to the project and donor to which they pertain.
  11. Perform any other duties as appropriate to the position, as requested.
****Qualifications****
• Bachelor’s Degree in a related field required. • Professional procurement certification desired. • Fluency in English required. • Legal ability to work in South Sudan is required. Interest, knowledge, or training in international development. •
Must demonstrate personal attributes such as loyalty and integrity in addition to being resourceful and flexible, which is inherent in this position.
****ESSENTIAL****
Evidence of practical experience in procurement/logistics management and coordination within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.), fleet/ transport management and asset management, distribution support, Experience of the management of budgets and the ability to prepare timely, complete and accurate reports. Advanced knowledge of donors guidelines and procedures (ECHO, UNICEF, UNHCR and BPRM etc.). Evidence of the ability to plan, conduct training in all areas of logistics for national and international staff (suitable to staff knowledge level). Well-organized, able to multitask, and rigorous. High sense of diplomacy with authorities.
