Lead Results Based Management

The GEF is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.  The GEF Secretariat, construed for administrative purposes as a Vice Presidential Unit (VPU) within the World Bank, has approximately 100 professional and administrative and client support (ACS) staff.
GEF’s work focuses on ensuring that continued growth and prosperity happen in a way that does not fundamentally compromise the very foundation on which we have built our societies—a way that does not jeopardize the natural systems that provide us with food, fiber, materials, and a stable climate.  The GEF has a vast potential to help the global community meet this challenge – it spans every environmental domain, provides funding to more than 140 countries through a network of first-class agencies, and through its 20-plus years of hard work has accumulated an impressive amount of experience and know-how.
Duties and Accountabilities:

The ideal candidate would have had experience with introducing and managing results-based systems in complex operating environment.  The candidate would also have a deep appreciation for the new directions of the GEF and its GEF2020 strategy, and a significant understanding of the complexity of the GEF partnership arrangement. The candidate should have strong interpersonal skills, political acumen and the capacity to work effectively on sensitive issues across the GEF Secretariat – in particular its Programs Unit – and the different agencies within the GEF partnership.

The overall role is to lead the further development and implementation of the GEF Results-based Management Framework at the Secretariat, in collaboration with the GEF Partner Agencies, the GEF IEO, and the GEF STAP.

Specific duties include the following:

1.            Lead the development of corporate level results reporting formats and reports;
2.            Lead efforts to strengthen monitoring and results-based management at the portfolio level, with an emphasis on supporting knowledge management and ensuring robust information feedback to support management decision-making;
3.            Collaborate with the technical teams at the GEF Secretariat and the GEF Agencies to improve and implement portfolio level indicators to track progress towards results, as called for during each replenishment period;
4.            Provide overall guidance for the Annual Results Reporting (currently Annual Monitoring Review) exercise as well as strategic/ thematic monitoring and learning reviews to be conducted in collaboration with the GEF Agencies and the GEF Evaluation Office;
5.            Coordinate the preparation of management action response papers in collaboration with the GEF technical teams and the GEF agencies;
6.            Provide information, training and guidance to the GEFSEC technical teams, GEF Partner Agencies, and other partners, including country focal points, STAP, NGOs and donor country institutions with regards to performance monitoring processes and requirements as part of the GEF RBM framework;
7.            Collaborate closely with the IT teams to ensure that the GEF IT systems meet RBM needs;
8.            Contribute to GEF-wide strategy and policy development;
9.            Support the ongoing development of GEF project review criteria and processes;
10.          Manage a small team of staff
11.          Deputize for the Director as required, and be an active member of GEF’s Senior Management team and the PPO management team.

Desired Skills and Experience

• Excellent technical expertise on the generation and use of results – with Masters or PhD degree in relevant field, and strong knowledge and experience with RBM terminology and practices used by the international development community
• Demonstrated working experience in introducing and implementing effective Results-Based Management systems – ideally in a range of organizational settings - typically the successful candidate will have at least 12 years of experience in positions of increasing complexity and responsibility
• Strong data analysis skills with deep knowledge of IT systems to enable RBM
• Experience in translating results information into useable knowledge
• Works across thematic boundaries, and with multiple stakeholders and regions in building collaborative alliances for results
• Experience in project management, ideally in the GEF and environment context (preferred)
• Client orientation, diplomatic skills, as well as sensitivity to social and cultural issues as they affect environmental and sustainable development projects and programs.
• Ability to lead/coach teams to achieve results.
• Strong written and oral communication skills.
• Language:  English is essential; Spanish or French desired.
• Willingness and ability to travel when necessary.
