VACANCY ANNOUNCEMENT: PROCUREMENT OFFICER
BACKGROUND
The Pan African University (PAU) is a continental academic and research institution created by the African Union, that is based on the following guiding principles: academic freedom, autonomy, accountability, quality assurance, strengthening existing African institutions at the graduate and post-graduate levels to enable them to serve the whole continent, excellence and international partnerships in academic and research activities, gender parity and equality at all levels and in all university functions. The PAU also aims at the promotion of African integration through the mobility of students, academic and administrative staff, collaborative research linked to the challenges faced by African countries, the institution of an appropriate framework to enable the African Diaspora to contribute towards the development of higher education and research in Africa, promotion of inter-disciplinary and multidisciplinary research programmes linked to policy making processes, promotion of productive linkages with the industrial sector for innovation and dissemination of new knowledge, full use of Information and Communication Technologies for pedagogy, research and management. The PAU takes into account the basic principles of the United Nations Charter and the Universal Declaration of Human Rights.
PAU STRUCTURE
In order to contribute to the emergence and strengthening of an African higher education and research platform, the PAU consists of five (5) thematic Institutes hosted by existing institutions located in the five geographic regions of the African Union, namely
  1. Life and Earth Sciences (including Health and Agriculture) located at University of Ibadan in Nigeria for Western Africa
  2. Basic Sciences, Technology and Innovation located at Jomo Kenyatta University of Agriculture and Technology (JKUAT) in Kenya for Eastern Africa
  3. Governance, Humanities and Social Sciences located at University of Yaoundé II in Cameroon for Central Africa
  4. Water and Energy Sciences (including climate change) located at University of Tlemcen in Algeria for North Africa, and
  5. Space Sciences in Southern Africa.
The first three of the Institutes have been operationalized while the third is in the process of being operationalized. Each institute will be affiliated to a network of Centres offering graduate and post-graduate programmes, distributed all over the continent operating in the same thematic area.

Grade: P2
Supervisor: Director of PAU Institute in Cameroon
Department: Human Resource, Science and Technology Department
Duty Station: Any of the following
  1. Pan African University Institute of Life and Earth Sciences (including Health and Agriculture) (PAULESI) located at University of Ibadan in Nigeria for Western Africa.
  2. Pan African University Institute of Basic Sciences, Technology and Innovation (PAUSTI) located at Jomo Kenyatta University of Agriculture and Technology (JKUAT) in Kenya for Eastern Africa.
  3. Pan African University Institute of Governance, Humanities and Social Sciences (PAUGHSS) located at the University of Yaoundé II in Cameroon for Central Africa.
Job Purpose
The Procurement Officer shall perform duties in the implementation of basic procurement contracts for materials and services in accordance with the AU rules, regulations, policies and procedures and Partners' requirements.
2. Major duties and responsibilities
She/he shall specifically be in charge of the following
  1. Collect, analyse, classify, search and update Procurement, Travel and Stores Data and generate appropriate Procurement, Travel and Stores Data Reports in order to facilitate the operation and work of the Division;
  2. To maintain and secure documents in electronic form in line with the AU disposal policy of Records Management;
  3. To avail the Required Records and Documents requested by staff of the Procurement, Travel and Stores Division;
  4. To ensure that all relevant documentation are scanned into soft copies in line with the commission's objectives of digitalizing the records management system;
  5. To establish and maintain Procurement, Travel and Stores documentation and automated filing system;
  6. To collect, classify compile and analyse data in order to facilitate Procurement, Travel and Stores Operations;
  7. To ensure appropriate data security and access controls considering both local and wide area issues;
  8. To assist in the design and installation of an up-to-date filing system for easy access by users, and ensure that data entry procedures conform to modern practices;
  9. To ensure that the reports generated from the systems are adapted to the reporting needs of the Department;
  10. To secure and maintain the Departments' documentation in line with the Internal and External Auditors' requirement.
  11. Performing any other duties as assigned by the supervisor
QUALIFICATION AND WORK EXPERIENCE REQUIRED
A Bachelor's University Degree in Business Administration, project. A higher qualification will be and added advantage. 5 years progressive professional experience in University , Research Institute, Government, Non-Governmental Organization, International Organization, Public or Private sector organization.
4. OTHER RELEVANT SKILLS
  1. Computer literate particularly in several packages and MS Office Applications
  2. Ability to work with minimum supervision;
  3. Excellent interpersonal skills;
  4. Ability to organize and motivate others to work in a multi culture environment;
  5. Demonstrate ability to work in a team;
  6. Excellent Knowledge of the workings of international organizations; vii. Good analytical skills;
  7. Excellent drafting and Report writing skills;
5. LANGUAGE REQUIREMENT
Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.
6. TENURE OF APPOINTMENT
The appointment will be made on a fixed term contract for a period of two (2) years, of which the first Six (6) months will be considered as a probationary period. Thereafter, the contract could be renewed for a annually subject to satisfactory performance and fund availability.
7. REMUNERATION
The salary attached to the position is an annual lump-sum of (US$ Nigeria 84,011.99), (US$ Kenya 73,743.75) (US$ Yaoundé 76,022.82) inclusive of all allowances for internationally recruited staff, and (US$ Nigeria 76,022.82), (US$ Kenya 59,879.72) (US$ Yaoundé 62,158.79) inclusive of all allowances for locally recruited staff.
