FINANCE MANAGER (H/F) - SIERRA LEONE

Country:Sierra Leone based in Freetown
Length of contract: 2 months starting ASAP
The position: Under the supervision of the Head of Finance Department, you ensure sound accounting and financial management of the base according to the procedures defined for the mission and within the ACF financial management framework. More precisely, you will be in charge to:
  • Provide accounting services for the capital and the bases
Disseminating information about the accounting procedures of the base and ensuring that these procedures are respected
The comprehensiveness and precision of entries and the correct budgetary charging of expenses
The correctness of cash stocks and bank accounts
Timely forwarding of accounting information to the capital
  • Managing cash
Implementing the Cash Management procedures on the base and ensuring they are respected
The availability and safe keeping of the necessary cash
Authorising and making payment for purchases falling within the monthly forecast of his/her base
  • Purchase dossier checking and validation from Finance perspective
Checking and validating the budget allocation on purchase request
Checking and validating, according to mission’s threshold, Supply Purchase Order provided by Logistic department
Checking the quality of invoices and delivery note provided by logistic department before payment validation
Warning the Head of Finance Department and Field Coordinator of financial risks
  • Audit preparation
Supervising archivist day to day work
Audit preparation
Checking the quality of paper accountancy and produce risk table before audits
Warning the Head of Finance Department and Field Coordinator of financial risks
  • Manage the Finance team in the base
the day-to-day management of his/her team (guidance, follow-up, motivation…)
evaluating the performance and developing the skills of his/her team members
The applicant:
You hold a Master Degree in Economic or administration finance.
You have a previous experience in the administrator Manager Position in emergency and development programs,
Fluent in English (speaking and writing) is mandatory.
A previous experience in Africa and a first experience with ACF will be a plus.
Status:
Volunteer status (VSI) or salaried status depending on relevant experience
Gross monthly salary ranging from €1600 to €1975 or €838 of VSI indemnity per month
Food and hygiene expenses, per diem, transportation costs, collective accommodation and medical insurance
25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
Pre departure training, at the HQ in Paris (1 to 2 weeks)
