Finance Specialist

CANDIDATES MUST BE CITIZENS OF SIERRA LEONE
Under the guidance of the Fund Management Specialist/Team Lead, this position will be responsible for all aspects of financial management of donor-funded projects within Ministry of Health, Sierra Leone. The incumbent will manage large grants from donors such as the Global Fund, GAVI Alliance, the World Bank, UK Aid, EU, UN Agencies and others; ensuring prudent management of donor funds in full compliance with donor requirements and the administrative, financial, and procurement rules and regulations of the Government of Sierra Leone.
****Duties and Responsibilities:****
  • In consultation with relevant staff from the Directorate of Financial Resources, develop new and/or revise existing financial planning and reporting tools to be used across various donor-funded programmes.
  • Coordinate the management of financial resources across donor-funded programmes, including capturing into MOHS systems and monitoring of the budget in line with the donor-approved work plans.
  • Work closely with 2 other Specialists within IHPAU (Procurement and Monitoring, Evaluation, Accountability & Learning Specialists) to ensure (i) Value for money on procurement; (ii) that spending is aligned to agreed targets; and (iii) that the various donor-funded projects are on course to reach the agreed targets.
  • Collaborate with National Health Programmes for annual planning with work plans concretized at the beginning of each financial year – in line with donor-approved work plans and schedule of disbursements.
  • Prepare cash forecasts following specified donor formats and frequency and prepare requests for disbursements to ensure a sustainable flow of funds to the various projects.
  • Oversee all financial commitments, expenditures, disbursement requests to the next implementation level such as DHMTs, in compliance with the donor and MOHS requirements.
  • Liaise with National Health Programmes to ensure regular review and planning meetings to ensure that work plans are on target, and commitments and expenditures and financial procedures are followed in advance, and recorded appropriately.
  • Track, analyze and follow-up on all financial reports from the lower level of implementation, prior to compiling them into project-specific financial reports, for official submission to the donors and the top leadership of MOHS.
  • Oversee all financial transactions including among lower level of care and with contractors ensuring timely payments of services performed.
  • Analyse spending patterns and identify areas that need improvement.
  • Prepare all financial reports as required by the donors and the top leadership of the MOHS ensuring accurate and timely reporting at all times.
  • In coordination with relevant Directorates within MOHS, especially the Internal Audit unit, arrange external audits to ensure that a complete set of external audit reports is completed from all donor-funded projects as per audit arrangements and guidelines agreed with the donors.
  • Assist the Fund Management Specialist/Team Lead in formulating official responses to all finance-related donor questions/queries, including questions and queries from MOHS top leadership.
  • Support the implementation of the capacity development plan to ensure eventual transition of IHPAU functions to the Directorate of Financial Resources.
Minimum Education and Experience:
  • ACCA, CA, CIMA, ACA or equivalent required and a member in good standing of an accountancy body in Sierra Leone.
  • Master’s degree in accounting, finance or business, required from a recognized university
  • A PhD in a finance-related field will be an added advantage
  • Minimum of 10 years of experience in financial management and analysis of large donor-funded projects.
  • Understand, utilize and assess chart of accounts for proper reporting of fund tracking to various funding sources, allowable and non-allowable expenses, projects, activities, departments and functions.
  • Experience in financial statement preparation, budgeting and grant reporting.
  • Some field experience working with either implementing partners or with the DHMTs.
  • Experience in financial planning with a good understanding in programming, monitoring and evaluation of projects;
  • Experience in building and management of partnerships (with donors, UN agencies, civil society and other development partners).
  • Experience gained from managing finances within any of the listed MOHS donors (Global Fund, GAVI Alliance, EU, UK Aid, UN Agencies etc.) will be an added advantage.
  • Fluency in English with good verbal and written skills.
  • Demonstrated management skills and integrity.
  • Ability to formulate and manage budgets, manages contributions and investments, manage transactions, conduct financial analysis, reporting and cost-recovery;
  • Ability to implement new systems and affect staff behavioral/ attitudinal change;
  • Capacity building skills with a passion for knowledge transfer.
  • Excellent supervisory skills (coaching, mentoring and motivating staff)
  • Experience managing finances within the health sector will be an added advantage.
  • Fluency in English with good verbal and written skills.
  • Ability to write high quality donor reports
