Position Summary:
The Monitoring and Evaluation (M&E) Specialist will be responsible for the design, development and implementation of a comprehensive M&E plan that responds to all reporting, research and assessment needs of an early grade learning program. The M&E Specialist will develop the project Impact Assessment and Performance Based Management Plan, including results framework, indicators, baseline and target values, samples and data collection plan. The Monitoring and Evaluation Specialist will establish all data collection systems and procedures, and train staff on their use to ensure timely reporting on project activities, results and impacts. The M&E Specialist will ensure specified output, outcome and impact data is collected in the targeted geographic and thematic areas. The M&E Specialist will produce and/or coordinate with staff that to ensure that all required reports on program impact, progress and successes are produced. He/she will coordinate feedback on project result and outcome, presenting data in audience-appropriate formats. The M&E Specialist will liaise closely with stakeholders specific reporting needs are met and local capacity and system built to ensure on-going monitoring and evaluation.. The Monitoring & Evaluation Specialist reports to the Chief of Party. Other M&E staff will report to this position. This position will be based in the Africa region, depending on the country of a specific funding opportunity.
Requirements:
· A master’s degree or equivalent experience in economics, evaluation research, statistics, or a related field in an international setting (advanced degree preferred);
· At least 7 years of relevant experience in similar development contexts as in Sub-Saharan Africa;
· Strong analytical skills and familiarity with a range of statistical analysis methods;
· Experience managing databases and knowledge of standard off-the-shelf Microsoft software; familiarity with statistical software a plus;
· Experience in conflict, post-conflict, or transitional state environments highly desirable;
· Familiarity with USAID M&E policies and procedures;
· Excellent oral and written English and communication skills;
· Strong organizational skills;
· Experience conducting assessments on early grade reading programs highly desirable;
· Experience in a diverse and fast-paced work environment;
· Willingness and ability to travel as needed throughout the regions of the host country;
· Knowledge of local languages highly desirable.
