Senior Program Manager, Liberia HRH

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
Human Resources for Health:
CHAI's Human Resources for Health (HRH) Programs aim to build the health education infrastructure and health workforce necessary to create high quality, sustainable healthcare systems in developing countries. CHAI is focusing its efforts in three strategic focus areas: 1) significantly increasing the number of qualified health workers 2) optimizing the distribution of health workers 3) improving health worker productivity.
In 2014, CHAI supported the Government of Liberia to develop a bold, comprehensive Health Workforce Program to guide national and donor funds to achieve the objectives laid out in Liberia’s 2011 National Human Resources Policy and Plan (HRPP). The resulting strategy articulates Liberia’s need to increase health faculty at training institutions and medical infrastructure at training hospitals in order to achieve an aggressive scale-up plan that will increase the quality, skill-diversity and quantity of health professionals trained in Liberia. The strategy emphasizes the country’s desire to move from Ebola containment and treatment to prevention of a recurrence, which will only be achieved through rebuilding and strengthening the health system holistically.
In 2015, CHAI is supporting the Government of Liberia to mobilize resources for Liberia’s training institutions and government to ensure development and management of existing and new health professional training programs. In addition, CHAI is leading a coalition of advocacy and implementation partners to support Liberia's Ministry of Health with pre-implementation activities.
Role
The Senior Program Manager is the central relationship manager to key stakeholders within the government and health sector, international partners, donors, NGOs. The Senior Program Manager will oversee planning and implementation activities – supporting HR management and administration efforts within the Ministry of Health, stakeholder engagement and consensus building efforts around the Health Workforce Program Strategy. This individual will facilitate coordination amongst implementation partners on the ground. In addition, s/he will provide leadership to CHAI’s Liberia HRH team, overseeing in-country operations and ensuring that goals are met on time.
Candidates must have excellent planning, management, writing, analytical, communication and cultural sensitivity skills, as they will be working closely with government and external partners. The candidate must have a passion for results and a commitment to excellence.
Health Workforce Program Planning and Implementation
  • Oversee and manage Health Workforce Program staff and development and implementation of cadre components of the program
  • Develop and manage relationships with key stakeholders in government, international partners, donors and NGOs
  • Serve as an in-country strategic advisor to the HR Unit Director and Pool Fund Manager at the Ministry of Health
  • Serve as the central liaison to implementing partners on the ground
  • Facilitate timely processing of the World Bank and MOH contract, including compliance and reporting
  • Liaise with the Office of Financial Management and Health Financing Office within the Ministry of Health to support the development of the necessary administrative and legal framework and protocols to prepare for program implementation
  • Develop implementation plans to build consensus amongst stakeholders
  • Assist the Ministry of Health to capacitate the HR Unit to oversee implementation of the Health Workforce Program
  • Oversee the development and execution of robust quantitative and qualitative analyses to both identify priority interventions and then assess their impact
CHAI Team Management and Accountability
  • Provide leadership and manage CHAI’s Liberia HRH team, overseeing in-country operations
  • Oversee project workplan, ensuring that goals are met and deliverables are provided on time
  • Oversee team finances
  • Coordinate and hire in-country staff for CHAI team
  • Coordinate CHAI’s engagement with the Ministry of Health, the World Bank- Liberia, other HRH development partners and key in-country stakeholders
  • Identify and pursue new areas of work and partnerships for CHAI to pursue within the HRH that will have dramatic and leveraged impact on health outcomes
  • Communicate CHAI strategy and results to major organizational partners and donors
  • Perform other tasks as necessary
Qualifications
  • Bachelor's Degree or equivalent plus 5 years management experience; or Advanced Degree plus 3 years management experience
  • Proven experience managing and leading teams to deliver high-impact results
  • Exceptional problem-solving and critical thinking skills
  • Exceptional relationship building skills
  • Exceptional strategy development skills
  • Ability to work in unstructured and fast-paced work environments
