If you are qualified and looking for a chance to make a real difference in the lives of vulnerable Somali children, you are invited to apply for the post of Community Public Health Capacity Development and Curriculum Consultant with UNICEF Somalia Support Centre in Nairobi. The successful candidate will be offered 16 week Special Service Agreements to be completed over a 20 week period.
Purpose of the Post
Somalia has some of the worst maternal and childhood health and nutrition indicators in the world. Supporting public health and nutrition interventions at a community level are essential to reversing some of these indicators. Currently several different community models for health and nutrition are being implemented in Somalia. UNICEF Somalia, as part of its resilience approach is supporting a cadre of Community-based Workers (CBWs) to deliver an integrated package of nutrition, health and WASH services. The focus is on promotion of optimal health and nutrition and prevention of key illnesses, however a subset of the CBWs also provide integrated community case management for curative services: diarrhea, pneumonia and malaria.
The health authorities in Somalia have developed a Community Health Strategy in order to streamline this work. However, in the interim, UNICEF Somalia aims to ensure that any supported community programmes are meeting certain standards in terms of integrated messaging, materials, capacity development and reporting.
Under the supervision of the Nutrition Specialist and supported by the Health Specialist at UNICEF SOMALIA SUPPORT CENTER, and in close collaboration with zonal UNICEF staff, the consultant will undertake a review of the skills of the previously trained CBW cascade and CBW Training of Trainers (ToTs) in Gedo region. From this a capacity development process will be defined and undertaken in order to address identified gaps. In addition the consultant will review existing training curriculum and develop a user friendly and simplified version for CBWs. Follow up trainings will be conducted in three zones; Central South Zone for resilience partners in Gedo region; and Somaliland and Puntland for Joint Program on Local Governance and Essential Package of Health Service partners to reinforce their skills in prevention and promotion activities as well as integrated community case management. In this regard, two ToTs and two supervised cascade trainings will be supported by the consultant, one for SCZ and one for Puntland and Somaliland to increase program coverage.
Major duties and responsibilities
· To review the technical training, communication materials and supportive supervision skills of previously trained CBW (ToTs and roll out trainings) and facilitate refresher sessions to correct deficiencies found in the reviews
  • To review the current training materials of CBWs and develop a simplified version
· To review the existing monitoring and reporting tools of CBW in terms of applicability, relevancy and simplify them as needed.
· To facilitate two ToTs and three supervised cascade trainings for CBWs
· To examine the long and medium term capacity development support (training, supportive supervision, financial and nonfinancial incentives) needed for CBWs and develop a capacity development plan.
Specific deliverables/tasks
The deliverables/tasks of the consultancy are:
  1. Inception report – due 2 days from start
  2. Finalized tools, data and analysis of CBWs ToTs and cascade – 1 week
  3. Reflection/learning sessions with previously trained CBWs ToTs – 2 weeks
  4. Review and finalization of user friendly CBW manual - 3 weeks
  5. Two ToTs and three supervised roll-out trainings facilitated where gaps identified – 6 weeks
  6. Action plan for follow up training for TOT trained participants by region and district- 1 Week
  7. Draft report presented to UNICEF and comments incorporated -1 week
  8. Final Report submitted to UNICEF- 2 weeks
Consultant’s Qualifications, Experience and Competencies
· An advanced degree in Nutrition or Public Health
· At least 5 years of previous experience in Public Health programming
· Previous experience supporting capacity buildings initiatives required
· Demonstrated understanding of integrated programming
· Familiarity with UNICEF’s public health resilience approach is desired
· Previous experience in monitoring and evaluation of community based public health programmes and the design of data and information collection tools is required
· Experience with Somali populations is desirable
· Strong communication, facilitation and writing skills required
· Ability to work independently with minimum experience
· Knowledge of Somalia operational context and willingness to travel to Somalia
· Fluency in English is required, fluency in Somali is an advantage
