Institutional Development Advisor

Background:
USAID/Senegal established the five-year, $24 million activity called USAID/ACCES to achieve improvements in nutrition through investments in water, sanitation, and hygiene in the most malnourished regions of Senegal. The activity will test and implement proven state-of-the-art approaches to improve decision-making and increase sustainability. The activity has four outputs:
  1. Demand generated for WASH Products and Services;
  2. Increased market-based provision of WASH products and services;
  3. Improved provision and management of multiple use water systems;
  4. Improved enabling environment for equitable delivery of quality WASH services.
Job Summary:
The Deputy Chief of Party (DCOP)/Institutional Development Advisor will provide technical expertise and guidance to improve the enabling environment for equitable delivery of quality water, sanitation and hygiene services in Southern and Eastern Senegal for USAID's ACCESS Program. The DCOP will work directly under the Chief of Party (COP) and support the COP in day-to-day program management and administration; financial management; award contractual compliance; developing and maintaining good working relationships with Government of Senegal officials, national organizations, local community-based organizations, and other stakeholders.
S/he will be responsible for overseeing the overall quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project, including the coordination of all consortium partners and monitoring the budget. S/he will also serve as the primary point of contact to USDA as well as public, private and non-government stakeholders. Responsible for ensuring compliance in USDA grants including oversight of partner budgets, finance and administration, and reporting to USDA. S/he will directly supervise certain key program staff.
Specific Responsibilities:
  • Work with the CoP to oversee the overall quality of program implementation (including monitoring, evaluation, accountability and learning) and administrative elements of the project, including reporting.
  • Oversee logistics and technical implementation for all components of the WASH program, including supervision of day-to-day implementation activities; and working with the COP to manage project staff, subcontractors/sub grantees and consultants and monitor the budget.
  • Coordinate with appropriate stakeholders in all aspects of project planning, monitoring, and implementation
Specific Job Responsibilities include:
Leadership and Program Quality:
1) Co-lead CRS and consortium member program staff and other stakeholders to ensure program's strategic objectives and results are fully accomplished and meet expected technical quality standards.
2) Ensure program activities and approaches adopt best practices in gender-responsiveness, protection, governance, and participant accountability.
4) Oversee regular technical reviews, ensuring best practices are followed and leading changes in program direction and focus as lessons are learned.
5) In collaboration with program staff, provide guidance and technical oversight to consortium members to ensure that lessons are documented and disseminated.
6) Oversee program's monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E data/results are integrally linked with learning and programmatic adjustment as program plans evolve.
7) Ensure integration of program interventions with other USAID-funded programs in the geographic target areas, and ensure appropriate linkages with other stakeholders.
8) Ensure the delivery of quality training, technical assistance, and administrative and financial support to all partner agencies and government
9) Coordinate with other ongoing projects to ensure consistency and avoid duplication.
Management and Administration:
1) Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
2) Ensure staff compliance with all USAID and CRS administrative and operational procedures and policies, as well as applicable donor regulations.
3) Approve program expenditures, budget adjustments, and cost modification requests to donors.
Human Resource Management:
1) Lead, manage, and supervise a team of CRS and consortium staff to meet program objectives.
2) Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
3) Manage recruitment portfolio for the program, in collaboration with CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.
MEAL Competencies
Design in MEAL - Ensure the design of the theory of change for projects and programs, their M&E system, and the tools to conduct M&E activities, mobilizing the necessary resources for these activities
Monitoring - Implement designed monitoring activities and coordinate the process to ensure project indicators are being tracked on-time and respond to reporting needs
Evaluation - Guide project and program evaluations, including all necessary assessments, facilitating data use, coordinating evaluation processes, and supporting decision-making on methodologies and approaches used
Accountability - Provide M&E information to support CRS internal and external accountability processes to key stakeholders, especially beneficiaries, responding to their specific information and reporting needs.
Learning - Promote learning processes at the project, program and institutional levels, with emphasis on signature program areas, to generate robust evidence for decision-making and influence.

Supervisory Responsibilities:
Key Working Relationships:
Internal: Country Representative, Head of Programs, Health Coordinator, consortium staff
External: Consortium agencies, local USAID Mission and WASH teams, consortium staff, other stakeholders
Required Qualifications and Experience:
  • At least ten years of general institution strengthening and partnership building expertise including a track record in effective institution strengthening, capacity building, public policy development and partnership building with government at local and national levels.
  • Proven experience in undertaking activities aimed at increased institutional capacity. Experience in the water and sanitation sector highly preferred.
  • Demonstrated understanding of decentralized governance system including experience advising executive and legislative branches of local government in budgeting, planning, management of services and/or policy development.
  • At least a Master's Degree in public financing, regional development, business administration, or similar fields.
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
  • Working experience in developing countries; experience in Senegal preferred
  • Experience working on multiple USAID or donor-funded projects including strong knowledge of USAID policies and regulations, preferably extensive contracts experience
  • Strong English and French writing and speaking skills.
In addition, one or more of the following skills and expertise in the candidate's background are desired:
  • Experience in small and medium enterprise development and/or social marketing approaches in support of such development;
  • Water, Sanitation & Hygiene Sector Finance and Microfinance Expertise including private sector expertise and marketing;
  • Track record of effective liaison with Senegalese government officials and policy makers at the national and decentralized levels;
  • Proven experience in promoting and organizing civil society groups or community based organizations for improved access to safe drinking water, sanitation and hygiene.
Required Foreign Language:
Working proficiency in French and English.
