Logistics Manager

DRC is looking for an energetic, dedicated and experienced Logistics Manager (LM) to join our team in Ajuong Thok, Unity State, South Sudan.
Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.
About the role
The Logistics Manager (LM) provides overall leadership to the field operations. The LM is responsible for the timely, efficient and transparent accomplishment of all procurements, in compliance with the DRC Operations Handbook, donor guidelines and local law. The LM is also responsible for the management of DRC premises, warehouses, fleet and assets. The role requires a realistic understanding of the operating context and the ability to develop, implement and monitor improved systems. Effective liaison with senior management in the field location as well as in Juba and a significant investment in staff mentoring and capacity building. The LM reports to the Team Leader in the field and has an indirect reporting line to the Logistics and Procurement Coordinator in Juba.
Duties and Responsibilities
Logistics
  • Lead coordination between the logistics team and program/area managers to facilitate effective, efficient and timely program implementation;
  • Ensure efficient and timely transportation of goods for operations and programs between DRC offices/warehouses and field sites, ensuring full control of movement and accurate goods receipt processes are in place;
  • Oversee and provide strategic leadership to the implementation of the project;
  • Ensure the delivery of effective, timely and efficient services, responding to requests, monitoring staff performance, leading liaison and providing required reports, in line with DRC and donor requirements.
  • Procurement
  • Establish a rigorous, accountable and transparent procurement system, compliant with the DRC Operations Handbook, local law and donor requirements;
  • Advocate with all program teams in the field for procurement planning, in line with DRC Operations Handbook;
  • Supervise all procurement processes at the field level and implement a tracking system for all local and central procurement on behalf of program teams;
  • Maintain local supplier databases and update regularly;
  • Ensure proper accounting, reporting, internal controls and maintenance/filing of records;
  • Enforce a zero-tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework;
Facilities, Warehouses and Asset Management
  • Ensure that DRC facilities, including offices, compounds and guesthouses are well maintained and appropriately stocked to ensure safe, effective and efficient operations;
  • Ensure appliances in DRC facilities operate reliably, safely and efficiently, including heating and cooling;
  • Ensure all generators are properly operated and regularly maintained;
  • Ensure all DRC assets are registered, tracked and maintained in line with DRC asset management policies;
  • Ensure the implementation of regular asset verification;
  • Ensure the inclusion of donor requirements in asset registers to facilitate correct asset transfer/disposal during project liquidation;
  • Assume overall responsibility for all DRC warehouses and stocks through the oversight and monitoring of effective stock management systems, including implementation of stock cards and regular tracking of receipt and dispatch of items;
  • Produce stock movement reports, in line with DRC policy and donor requirement.
Fleet Management
  • Ensure safe operation of DRC's fleet through the implementation of daily vehicle monitoring;
  • Ensure appropriate fleet management, in line with DRC guidelines, through the use and verification of log books, fuel consumption registers and regular servicing and maintenance;
  • Manage and analyse vehicle usage to maximise efficiency and ensure timely program implementation;
  • Ensure all DRC vehicles are registered and appropriate licencing documents are carried at all times;
  • Supervise drivers and ensure adherence to transport and relevant safety SOPs.
ICT
  • Ensure all DRC ICT equipment, including computer hardware, phones, radios are functioning and included in asset register;
  • Oversee the effective functioning of the IT system in the field office and guesthouse facilities, ensuring that IT infrastructure and support is in place to effective support operations and programming;
  • Ensure compliance with the DRC global and local IT policies.
Management
  • Ensure operational adherence to all safety SOPs;
  • Oversee the performance of the logistics and procurement teams in the field; including drivers, warehouse, facilities and ICT staff;
  • Actively build capacity among national team members to enable gradual transition of responsibilities;
  • Adhere to DRC HR guidelines and the Operations Handbook in the recruitment and performance management of staff;
  • Actively participate in management, coordination and planning meetings.
Program Support
  • Ensure compliance with donor requirements regarding procurement and asset management;
  • Comply with internal reporting requirements and contribute to donor and other reports;
  • Assist Program colleagues with the completion of asset reports at the request of the Grants Manager;
  • Support program teams' and managers' with logistics and build program staff capacity;
  • Represent DRC at relevant external fora and in appropriate networks and actively build relationships with key stakeholders to facilitate information sharing and learning.
To be successful in this role you must have:
  • Degree in relevant discipline or commensurate experience;
  • A minimum of 5 years of experience in humanitarian logistics with progressive management responsibilities;
  • Proven ability in the implementation of large-scale logistics and programs with large-scale procurement requirements;
  • Strong interpersonal communication, HR management and negotiation skills;
  • Highly motivated, results-oriented, and with well-developed problem-solving skills;
  • Ability to cope with heavy workloads and to work under pressure to meet tight deadlines;
  • Ability to work independently and lead a large team of national staff;
  • Strong analytical skills and proven ability to produce and improve the quality of reporting;
  • High level cultural sensitivity and adaptability;
  • Experience in South Sudan, or in similar conflict-affected and/or emergency context;
  • Fluency in written and spoken English; knowledge of Arabic would be an asset;
  • An understanding of, and commitment to, DRC’s mission and values.
We offer
DRC will offer the successful applicant a 12-month contract, renewable dependent on funding and performance.
