Policy Analyst - Conflict, Fragility, Resilience

The OECD’s mission – Better Policies for Better Lives – is to promote policies that will improve the economic and social well-being of people around the world. The Organisation provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems. The Development Co-operation Directorate (DCD) supports the Development Assistance Committee (DAC) to carry out its mandate to help increase financing for development and to improve the quality and effectiveness of development co-operation. Through inclusive partnerships for development, the DAC helps ensure better lives for people in the developing world by improving development policy, strengthening development finance, improving the delivery of development co-operation and building stronger partnerships for development.
The Global Partnership and Policy Division (GPP) of the Development Co-operation Directorate (DCD) is looking for an experienced Policy Analyst for the Conflict, Fragility and Resilience Team. The successful candidate will provides high quality and timely support to DAC members and members of the International Network on Conflict and Fragility (INCAF) Implementation and Reform Task Team, as well as making our members’organisations and structures fit for the future. This will involve reviewing our policies and approaches to working in these difficult contexts, making sure we are able to design effective, flexible, realistic and inclusive programmes, that we have the right tools and partnerships to deliver on our ambitions, that our systems and procedures, and our way of managing risks, create the right incentives to enable us to work effectively, and that we have the right tools to monitor, learn and report on our results to a wide range of stakeholders.
This area of work focuses on helping DAC members become fit for the future: able to deliver quality results in fragile, at-risk and crisis contexts, both now and as we move towards 2030. The work will support the Task Team on Implementation and Reform, and hold the relationship with the Good Humanitarian Donorship initiative.
The successful candidate will report directly to the Team Leader.
Main Responsibilities
Expertise and Policy Advice
  • Determine, through research, surveys and consultation, what constitutes a good donor, both now and into the future, as a contribution to the ‘Agency of the Future’ project
  • Share learning and good practice between members on tools, approaches and incentives, measurement and learning, and providing a support and ‘helpdesk’ function for humanitarian and fragility staff both at headquarters and in the field
  • Share learning and good practice on managing institutional risk (risks to the donor organisation) in these difficult environments
  • Provide high quality peer review inputs of OECD Development Assistance Committee members, with a focus on their fragility and humanitarian programmes
Representation and liaison
  • Engage with members of the DAC and INCAF, and the wider OECD to support the broader organisational agenda and delivery in line with organisational commitments
  • Represent DCD, and occasionally the OECD, at stakeholder meetings and international meetings and conferences, and effectively communicate key messages
  • Prepare briefing material for the Secretary-General and other senior officials
  • Engage and support the work of other OECD teams/departments engaged in conflict, fragility and resilience related issues
  • Carry out any other tasks required to enable the Conflict, Fragility and Resilience Team to deliver on its overall objectives.
Ideal Candidate Profile
Academic Background:
  • An advanced university degree in political science, international relations, development or other relevant discipline.
Professional Background
  • A minimum of three, preferably five years’ experience in a national government organisation working in a field relating to conflict, fragility, resilience or humanitarian assistance in developing countries.
  • Knowledge of approaches to programme design and financing in fragile states and humanitarian assistance.
  • Experience working with diverse and senior level stakeholders, including government Ministers and leaders of international organisations.
  • Experience in participating in international policy forums and negotiations.
  • Excellent communication skills and the ability to represent the Organisation at meetings and conferences.
Tools:
  • Proficiency in the use of standard (Microsoft Office) software applications.
Languages:
  • An excellent written and oral command of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration
  • Start date as soon as possible, initial contract for 13 months with the possibility of renewal. What the OECD offers
  • Depending on level of experience, monthly salary starts at either 5 400 EUR or 6 700 EUR exempt of French income tax, plus allowances based on eligibility.
