Field Program Support Officer

Essential Job Duties/Scope of Work:
PROGRAM BACKGROUND

JOB SUMMARY
The primary function of the Program Officer includes supporting the Field Site Coordination and Management in the implementation or program proposals and program activities through Field administration support.
ESSENTIAL RESPONSIBILITIES
This position is within the International Medical Corps Liberia team. It will involve working with a range of internal and external stakeholders. They will assist the field site management and field program staff to ensure smooth implementation of field-based programming.
Program Development and Support
• Assist in the development of high-quality proposals, including working with the Field Site Coordinator and program and finance staff in the design of concept notes and proposals and organizing ideas from technical leads in the field.
• Provide donor requirement support in line with M&E team, and assist in tailoring proposals to match the strategic priorities of donors.
• Attend coordination meetings on behalf of the organization, gather and share information, develop and nurture contacts within the donor community, national and local government, NGOs and other agencies as appropriate.
• Coordinate the production of high-quality program highlights and summary documents for internal or external distribution upon request by senior management.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
Reporting
• Support the preparation of weekly situation reports comprised of regular field-based program developments, weekly data summaries, and other significant updates to share with Program Managers, Directors and Senior Management.
• Support the preparation donor reports based on set reporting periods, and ensure reports are produced on time and are of required quality; working with Programme Team Leads and technical advisers on program activity progress, challenges and next steps of field-based operations and activities.
• Disseminate coordination reports, including 3Ws, situation and cluster reports and other agency, donor, and partner reporting to field-based staff, as needed.
Communications
• Help organize field site visits, and coordinate with program teams for interviews and media projects.
• Follow IMC policies and procedures to protect beneficiaries, staff, and the organization.
• As needed, produce high-quality photographic and video content, human impact stories, and program highlights for HQ Communications and Liberia Country Program documents.
Operations Support
• Assist in bridging operational and programmatic departments by helping to follow up on required documentation and deliverables according to defined work plans, particularly for programs without an existing PO.
• Draft program and operational plan updates as changes in program timelines occur, particularly for programs without an existing PO, to ensure that all operational procedures are executed to allow for timely implementation of program activities.
• Liaise regularly with programs who have a PO to produce a weekly brief of field-based program activities for the Field Site Coordinator and Field Site Manager.
• Support the Field Site Manager and Coordinators in administrative tasked, as needed.

Qualifications:
SKILLS AND REQUIREMENTS:
• Bachelor’s degree in International Development and/or in a relevant field of study
• Two to three years of experience in program support, including emergency response experience
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Cross-cultural awareness and insight into health care issues
• Ability to exercise sound judgment and make decisions with limited supervision
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate staff effectively
• Creative and able to work with limited resources
• Team player and strong communication skills, both oral and written
• Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint a plus
