****Background:****
CRS is implementing the SECC project to support grassroots efforts in improving security in LRA-affected areas of CAR. The main objectives of the project are as follows:
  1. Empower targeted communities to employ adaptive strategies to address their security and related community concerns, with an emphasis on the threat posed by the LRA;
  2. Target communities are better informed and connected: to each other; national and local government structures; resources; local civil society, and other local, national, and international actors;
  3. Effective communication and coordination with local, national, regional, and international actors working in LRA-affected areas of CAR are improved.
****Job Responsibilities:****
The Team Leader leads a team to achieve the project objectives as outlined above. In coordination with the Chief of Party S/he is responsible for overall management and representation of the program in CAR. S/He coordinates technical and operational implementation, including security and safety of staff and agency assets. A key component of this program is sustainability, thus the Team Leader is responsible for ensuring effective capacity building and skills transfer is provided to local partners. The Team Leader will bring expertise and experience in at least two of the following areas: community-based protection, early warning systems, conflict mitigation, asset-based community development, and community participation.
  1. Program Quality:
  2. With key program staff, the Team Leader ensures project objectives and results are fully accomplished and meet expected technical quality standards.
  3. Ensure that the project execution is in line with the project vision and all the program plans are innovative and are in line with CRS agency and country program strategies.
  4. Inform the Chief of Party of all necessary technical reviews and changes after approbation and manage changes in program direction and focus.
  5. In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
  6. Work closely with the SECC MEAL manager to ensure the use of data analysis as the basis for measuring project performance.
  7. Ensure integration of program interventions with other CRS programs or through linkages with other service providers.
  8. Management and Administration:
  9. Manage program budgets, including tracking of financial and material resources.
  10. Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable to the donor regulations.
  11. Request approbation in a timely manner for program expenditures, budget adjustments, and cost modification from the Chief of Party.
  12. Ensure that the project has all the necessary documentation to support all expenses and achievement.
  13. Representation and Advocacy:
  14. In collaboration with the Chief of Party and the Country Representative, act as primary program contact to other local and international stakeholders, responsible for addressing all program matters.
  15. In collaboration with the Chief of Party and Country Representative, strengthen linkages with existing and potential partner agencies.
  16. In collaboration with the Chief of Party ensure that the program communication strategies, including compliance with donor’s branding and marketing requirements as well as CRS marketing and communication procedures are followed.
  17. Human Resource Management:
  18. Lead, manage and supervise a team of CRS and partner staff to meet program objectives.
  19. Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  20. Participate in program permanent staff recruitment process and the selection and coordination of consultants.
****Supervisory Responsibilities:**** 3 to 5 direct reports
****Key Working Relationships:****
****Internal****: Chief of Party, Country Representative, Head of Programs, SECC Program Managers, SECC Finance and Grants Manager, SECC Information and Communication Manager, SECC MEAL Manager, Caritas Bangassou and other CRS country program staff/managers as needed.
****External****: Local government and line ministries, local and international NGOs, partners; donors; affected communities.

****Qualifications and Skills:****
  1. Minimum Master’s Degree in Development Studies, International Relations or related field required.
  2. At least 5 years of relevant management, supervisory, and technical experience working with programs related to community-based protection and/or increased access to information.
  3. Experience working in complex projects in DRC/CAR similar environments required.
  4. Proven experience coordinating with humanitarian actors in emergency contexts
  5. Technical expertise in two or more of the following areas: community-based protection, early warning systems, conflict mitigation, asset-based community development, and community participation. Experience in gender-based analysis and/or social protection interventions for women and children.
  6. Minimum 2 years managing significant USG-funded programs required; Knowledge of key USG regulations including, but not limited to: USAID 22 CFR and Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred.
  7. Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
  8. Proven experience in building and maintaining institutional linkages required. Public relations skills required.
  9. Flexibility to work both in a team and independently.
  10. Cultural sensitivity, patience and flexibility.
  11. Demonstrated personal accountability and driven to serve others.
  12. Understanding of and experience with faith-based organizations, local structures, and accompaniment and capacity-building principles in local partnerships highly desired. Experience with community-based participatory methods.
  13. Proficiency in Microsoft Office suite, including Word, Excel and Outlook required.
****Required Foreign Language:****Excellent English and French language oral and written communication skills required; Knowledge of other local languages desired.
****Required Travel:****up to 30%, nationally and internationally as required
****Work Environment:****Regular Office Environment in Bangui, Central African Republic, with frequent travel to field offices and sites.
