Proposal Summary:**
The education sector in Malawi aims to establish standards, norms and effective processes for school improvement generally through the national Primary School Improvement Program (PSIP). In that PSIP framework, school construction is meant to enhance participation, capacity, sustainability and efficiency of the sector. This proposed evaluation study will assess the extent to which the School Construction component of UNICEF Child Friendly Schools program has impacted the overall program goals of access, quality, and systems capacity enhancement services.
Position Summary:
The consultant will work with the team leader side-by-side in designing and implementing the evaluation study. S/he will be overall responsible for examining efficiency, effectiveness and sustainability of the School Construction Component inputs and processes within the child friendly school quality framework. S/he will be expected to work at least half-time (tentatively 60 days, level of effort) during the life of the study.
Responsibilities:
  • Assist the team leader in implementing the evaluation study.
  • Review various program documents, reports, and presentations.
  • Design survey instruments relevant to school construction and environment.
  • Train enumerators to collect quantitative and qualitative data from schools and communities.
  • Conduct focus group discussions (FGDs) with various stakeholders including education managers at district and school level, head teacher, teachers, community members, and students.
  • Carry out cost-benefit analysis of the program.
  • Analyze data, write reports, and present the findings.
Qualifications:
  • 8 years of experience in construction design and engineering in Malawi or Sub-Saharan Africa with a focus on the comprehensive range of school infrastructure, and school ground planning and development.
  • Advanced or Master's degree in Built Environmental Studies and Psychology, Architecture or Engineering with a focus on schools environment and links to learning of child.
  • Skills in building economics, quantity surveying, and comparative cost analysis and experience in value for money and technical audits.
  • Proven capacity to conduct and manage research studies at a national level, including capacity to work with national local partners.
  • Excellent analytical, writing and communication skills in English are essential.
  • Occasional travel required to the study sites in Malawi.
