Background

ICCO is international development cooperation (www.icco-cooperation.org). 335 people work in 44 countries in Africa, Asia and Latin America. ICCO Cooperation is currently accepting expressions of interest from qualified candidates for a potential Programme Director’s position on a ICCO-MasterCard Foundation program which increases access to finance and Value Chain Development for smallholder farmers

Kigali, Rwanda with regular travel (at least 40%) to the other countries

A base in one of the other programme countries is a possibility.

Job purpose

The Programme Director will be responsible for the implementation of the ICCO MasterCard Foundation programme in 4 countries (Burkina Faso, Senegal, Rwanda and Ethiopia. This is a 5 year program.

Profile

An experienced international manager (8+ years) in the non-profit sector in Africa with a background in economic development and experience with producer organizations and/or micro-finance organizations. S/he will also have experience in grants management including reporting, compliance and other duties
Proven track record of effective project/program management, particularly related to project start-up.
Experience in working and coordinating with international and national partners, government and donor agencies.
Excellent project management, organizational, interpersonal and communication skills.
Demonstrated ability to communicate, take direction, assume leadership and make rational decisions while working remotely from country leadership.
High motivation, initiative and adaptability in a challenging working environment.
Strong skills in managing a team with different backgrounds, abilities and technical knowledge.
Fluent in French and English

Responsibilities:

The Programme Director is responsible for the implementation of the programme Energizing Smallholder Farmers which aims to address barriers to increase food security and income (access to financial services , insufficient farming inputs, integration into markets,) through a two-pronged approach: Development and implementation of financial products for agriculture with MFIs; and Value Chain Development and linking with financial services. The five-year programme aims to increase income and food security for at least 210,000 low-income, smallholder farmers (50% women) and their families.

The Programme Director is responsible for starting up the programme, implementing the programme, monitoring, evaluation and learning, strategic planning, staff management, donor compliance and relations, and reporting

Positioning, key contacts and reporting

The Programme Director will report to the Regional Manager Central and Eastern Africa and the Regional Manager West Africa. The Director oversees all 4 countries (Burkina Faso, Senegal, Rwanda and Ethiopia) and staff working on the project.

The Programme Director will share an office with other staff members that are directly working on this project: Finance and Administration Manager (1 FTE) and the part-time MEL Coordinator and a part-time Communications officer.
