Program Specialist

POSITION: Program Specialist
LOCATION: Juba, Central Equatoria State, South Sudan
Closing Date: 3rd December, 2015
ACROSS South Sudan Program is looking for suitably qualified candidates for the positions of Program Specialist to be based in Juba, CES-South Sudan.
Main duties shall include:
  • Contribute to the development and follow up of Program Strategy, Plan of Action and LFAs
  • Promote and safeguard the interests of the beneficiaries/target groups
  • Work with project staff and Programme Manager to ensure that proposals, budgets and reports are prepared, updated and recorded in a timely, organized and accurate manner, in compliance with relevant donor requirements
  • Assist the Programme Manager in ensuring quality delivery of the programme, monitoring and development;
  • Developing and monitoring of deadlines for reporting on projects/submission of project for Juba IR Program
  • Support IR Programme Coordinator and Programme Managers in resource mobilization, including donor contact and follow-up
  • Establish and coordinate program level Monitoring, Evaluation and Learning (MEL) systems
  • Participate in log frame design during project proposal process to support on indicator formulation
  • Support and contribute to the development of specific data management system through documentation, implementation and coordination of standardized information flow of MEL activities and reporting
  • Support programme staff in developing data collection methodology and tools, and in actual data collection
  • Capacity building and training program staff on MEL, proposal and report writing
  • Other activities as agreed and discussed with the Programme Manager
Qualifications
  • Masters degree from a recognized university preferably in development, social sciences or management
  • Minimum 4-7 years program management and/or grants coordination experience
  • Experience from programme development, including design or projects/programs
  • Experience from humanitarian and/or development work preferably in refugee/IDP operations
  • Proven proposal and report writing experience
  • Practical knowledge of the program development cycle and design
  • Practical understanding of participatory assessments and data analysis
  • Excellent communication and negotiation skills, with proficiency in written and spoken English language
  • Fundraising abilities and understanding of various donors requirements
  • Ability to use Logical Framework Approach as a tool in project/programme design and follow-up
  • Proven record of applying RBA and Gender Mainstreaming in programming
  • Proficiency in the use of Microsoft Office Suite
  • Holder of a valid international driving license
  • Solid leadership, administration and training of facilitators' skills is an asset

  • Able to undertake independent research and institute investigative mechanisms
  • Ability to work under pressure, independently and with limited supervision
  • Demonstrate integrity, excellence, stewardship and collaborative abilities
  • Display trustworthiness, honesty, confidentiality and comfortable to work in team settings
  • Willingness to work and live in remote setting with very basic facilities
  • Flexible, creative and with a sense of humor
