Programme Coordinator

We are looking for a highly qualified, self-motivated Programme Coordinator able to work with diverse teams of both national and international staff as well as interact with local government authorities, UN agencies, I/NGOs and other partners.
Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees.
In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and expanded in early 2013 to also provide services in the refugee camp in Ajuong Thok (Unity State) for new refugees from South Kordofan.
In addition DRC delivers support to the internally displaced from the recent and ongoing conflict. This response is concentrated in and around three Protection of Civilian sites (PoC’s) in Upper Nile and Unity States.
For both responses DRC is specialized in camp management, protection, Food Security /livelihoods, and shelter across the sites. Furthermore coordination and advocacy at Juba level are essential aspects of DRCs work in South Sudan.
About the job
The Programme Coordinator has the overall responsibility for the timely and effective implementation of both the Refugee and Internally Displaced People (IDP) response. The Programme Coordinator reports to the Deputy Country Director – Programme and manages the Refugee and IDP Programmes, through supervision and management support to the Area Managers in the five locations.
The Programme Coordinator is driving the necessary support provision from Juba to the area programmes through strong coordination with the Logistic, HR/Admin and Finance Departments. The Coordinator supports strategy and proposal development, and ensures compliance with DRC and donor policies and procedures. The Programme Coordinator will work closely with the Deputy Country Director - Programme, the Technical Coordinators and M&E Coordinator to ensure that all activities in the field receive technical support and are being appropriately monitored and evaluated.
Duties and Responsibilities
Based in Juba with 50% travel to field sites
Reports to: Deputy Country Director- Programme South Sudan.
Main Functional links: Technical Coordinators (Protection, CCCM, Shelter/NFI, FSL) and M&E Coordinator AND Support Coordinators (Logistics, Finance, HR/Admin), DDG Country Programme Manager.
Line manages: Area Managers for Maban, Ajuong Tok (refugee programme) and Area Managers for Malakal, Melut & Bentiu (IDP programme).
Key Responsibilities:
  • Oversee implementation of DRCs IDP and refugee response activities and ensure that objectives and results are timely and qualitatively met;
  • Coordinate with the Support Functions (Logistics, Procurement, Finance, HR/Admin) to ensure appropriate support and resources are made available to the field teams, including capacity building;
  • Lead the development of proposals to secure follow on or expansion funding for the refugee and IDP program as per identified needs;
  • Ensure high quality and timely reports for DRC, partners and donors within agreed deadlines with the support of the Grants Manager;
  • Coordinate with the Technical Coordinators (Protection, CCCM, Shelter/NFI, FSL) and M&E Coordinator to ensure appropriate support and technical resources are made available to the field teams, including capacity building;
  • Coordinate with DDG Country Programme Manager to identify possible synergies and support and opportunities for joint programming;
  • Support Area Managers to develop work plans and monitoring tools as appropriate, and make regular monitoring visits to project sites;
  • Monitor financial planning and expenditure allocations to refugee and IDP programmes, including needed amendments/revisions;
  • Ensure information sharing across project sites, and standardization of approaches, as appropriate;
  • Assist in recruiting, coaching and evaluating staff;
  • Represent DRC with relevant donors and local actors, in coordination with the Deputy Country Director - Programme and Country Director;
  • Stay up to date with donor strategies and practices within South Sudan.
About you
To be successful in this role you must have:
  • At least 8 years’ proven and successful track record of management experience. Preferably this includes a minimum of 6 years professional humanitarian field work experience.
  • Experience of managing multi-million dollar programmes and budgets across a complex portfolio of projects and sites
  • Experience of overseeing teams of expatriate and national staff, strong human resource management skills, interpersonal skills and cross-cultural communication.
  • Experience of representing an organization to donors, partners, stakeholders.
  • Direct experience and/or broad knowledge of themes relevant to refugee response and internally displaced people, preferably in a conflict or post conflict environment, understanding and experience in camp settings a plus
  • Experience with budget management, navigating financial systems and payments, and contracts management
  • Experience of using, adapting and disseminating project management tools such as work plans, budget forecasts, procurement plans and indicator tracking
  • Experience of preparing/reviewing for submission donor reports and proposals.
  • Post-graduate degree in Political/Social Sciences, Management, Economics, International Development or equivalent
  • Prior experience in South Sudan a plus
We offer
DRC will offer the successful applicant a 1 year contract with a three month probation period, renewable dependent on both funding and performance. You must be available to start work immediately and be willing and able to work in the field at least 50% of the time, in comfortable but basic accommodation.
