Logistics Delegate

TITLE: Logistics Delegate
DURATION: Temporary, Full time (24+ months)
LOCATION: Bamako, Mali

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping the most vulnerable throughout Canada and the world, is currently seeking a Logistics Delegate for an anticipated recruitment based on potential funding.
Reporting to the – Country Coordinator , the Logistics Delegate will support the national society to ensure timely, cost-efficient and robust logistical support (forecasting procurement, stock management and supply of medical and non-medical items, transport and fleet management, energy and electricity, ITC, office and team accommodation, minor construction and rehabilitation) to program activities, rigorously implement existing Canadian Red Cross Society (CRCS) National Office logistics policies, develop local logistics procedures, build technical capacity of national staff. This will include controlling, monitoring and reporting of ongoing logistics activities in support of the CRCS in Mali.
S/he will be responsible for liaising with logistics representatives of the International Federation of the Red Cross and Red Crescent Societies (IFRC) in Mali, liaising with the Logistics department of the CRCS in Ottawa, and liaising with the Logistics department of the Mali Red Cross (Croix-rouge Malienne, CRM).
DUTIES APPLICABLE
  • Work towards the achievement of National Red Cross /Red Crescent Society goals in the country / region of operation through effective managerial and lateral relations and teamwork.
  • Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.
  • Perform other work related duties and responsibilities as may be assigned by the supervisor.
  • To uphold the Fundamental Principles of the Red Cross / Red Crescent movement and comply with the Code of Conduct and policies.
KEY RESPONSIBILITIES
General Goods and Services Procurement
  • Set up, follow and maintain the delegation procurement practices using CRCS set standards for procurement of goods and services on behalf of the delegation.
  • Manage procurements for goods and services such as order management, quotations, issuing purchase order, comparative bid analysis, customs clearance and other formalities.
  • Provide guidance to the delegation in identifying and planning required logistical support for effective and efficient delivery of programs.
  • Maintain good collaboration and networking with the Red Cross Movement in Mali, INGOs, government and non-governmental agencies operating in the same area for exchange of information and good practices.
  • Maintain inventory of all goods and services and maintain all documents to full audit standards.
  • Maintain and update a supplier’s register for regularly purchased goods and services and cultivate/nurture working relationships with the suppliers.
  • Ensure that all purchased goods meet CRCS standards and are fit for their intended purpose and, when required, have appropriate inspection certificates.
  • Produce regular, timely and accurate narrative procurement reports for the delegation.
    Medical Supplies Procurement
  • In collaboration with CRCS Logistics department and the Country Coordinator supports the national society to procure pharmaceuticals, medical supplies and materials, for the Maternal Newborn and Child Health program on behalf of the delegation and in accordance to international, local and GAC’s standards.
  • Ensure that in the project areas, the drugs are properly stocked according national and WHO standards. This includes:
    • Maintenance of stock control system for drugs, and other medical items and equipment.
    • Maintenance of an up to date stock inventory records.
    • Monitor drugs expiry dates.
    • Maintenance of cold chain where applicable.
  • Support the Project team in developing a robust medication tracking system for the monitoring of medication distribution from the national level to the community level.
  • Work according to the Ministry of Health / WHO guidelines and meet Sphere standards in drugs and supply management.
Fleet Management
  • Manage the CRC vehicle fleet and report timely and monthly to IFRC and the Country Coordinator.
  • In fulfilment of the delegation’s transport requirements; set up, implement and maintain use of transport management system for all office vehicles and support the office in planning the best use of vehicles.
  • In line with the IFRC fleet management policy, manage and maintain a fleet management system for all field office vehicles and support the office in the efficient use of transport resources.
  • Liaise with IFRC for fleet reports.
  • Ensure regular monthly check and services of the vehicles.
  • Responsible for the proper and safe functioning and maintenance of the energy and electricity systems in the program.
  • Responsible for the proper functioning and maintenance of the Information Technology and Communication systems in the program.
Office and Team Accommodation
  • Responsible for the organization and maintenance of the program’s office space, which might include minor construction and rehabilitation.
  • Responsible for the organization and maintenance of secure and adequate living accommodation for the delegates.
  • Responsible for the installation and upkeep of (passive) security measures (e.g. guards, fencing, and security lights) and delegated responsibilities in the team’s adherence to security rules (e.g. maximum driving speed of drivers and vehicle tracking).
QUALIFICATIONS
Education and Experience
  • Professional training or education in logistics in combination with working experience is desirable, but can be compensated by proven extensive field working experience in logistics. Demonstrated commitment to the principles of the Red Cross Red Crescent (RCRC) Movement and previous RCRC Movement experience is an asset.
  • A minimum 2 years experience in managing overall logistical functions in a large delegation is preferred.
  • Demonstrated experience working in a post conflict/unstable context.
  • Demonstrated competency in the management of resources with experience in core functions of logistics; procurement, fleet management, warehousing, distribution.
  • Demonstrated experience and knowledge of technical logistics issues and troubleshooting, especially in energy, electricity and ICT.
Skills and Abilities
  • Demonstrated ability in networking and developing relationships with various partners and stakeholders.
  • Excellent communication skills (verbal and written) in French are mandatory. Candidates will be tested on their oral and written skills in French.
  • Strong organizational skills with a proven ability to prioritize and effectively multi-task.
  • Demonstrated problem solving skills.
  • Results oriented with demonstrated analytical skills.
  • Demonstrated ability to perform at a high efficiency level in stressful environments.
WORKING CONDITIONS
This is an unaccompanied position based in Bamako, Mali. Mali suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Political conflicts, terrorism, kidnapping in different parts of the country especially in the North are threats to foreigners and some travel restrictions apply. Delegates are obligated to follow the Red Cross Movement security regulations.
CRCS supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees under their supervision.
