OVERVIEW OF CTG GLOBAL

CTG Global provides services to humanitarian organizations, government, non-governmental organizations and corporates that enables public and private sectors to focus on their core business and the achievement of their objectives in hostile and threatening environments as we provide a safe and secure environment for them to do so and alleviate them of their risks, crisis and personnel management problems.
OVERVIEW OF THE POSITION
The long and protracted civil war in Somalia, inter alia, destroyed public service infrastructures and robbed the country of most of its professional human resources. One of the key outcomes of these developments is the lack of sufficient levels of qualified manpower within government establishments. Staff capacity across the government is low, and the few professionals that are currently in government institutions are underemployed. In Puntland, these challenges are compounded by the absence of any visible mechanisms for employee performance management.
In addition to the foregoing state of affairs is the lack of clarity in mandates and functions across government institutions and between the Federal and the State Governments. In Puntland, clear policy frameworks, strategies, systems and procedures in most government institutions are largely absent, often leading to competing and overlapping functions. In particular, the civil service legal and regulatory frameworks, which provide the overall guidance for civil service management are incomplete and insufficiently adhered to.
This project is designed to respond to some of these challenges. It seeks to support the capacity development of the Federal Government of Somalia, the Somaliland Government and the Puntland State Government. For Puntland, the project particularly aims at strengthening the performance of key government institutions, including the Ministry of Planning and International Cooperation through the implementation of five key engendered and conflict sensitive performance enhancement support initiatives in support of civil service management and core of government functions in Puntland: i) Civil Service Management; ii) Civil Service Training; iii) Good Governance; iv) Gender Mainstreaming; and v) Aid and Development Coordination.
In line with the foregoing objectives of the SIP programme, the State Government of Puntland requests our client to support MOPIC in undertaking its core functions of policy and strategy formulation; aid coordination, coordination of development planning; and monitoring and evaluation. The MOPIC closely coordinates with all other key government institutions, including line ministries in undertaking these functions. A key aspect of this coordination is working with the Ministry of Women Development and Family Affairs to ensure that policies and strategies it formulates are engendered as much as possible.
However, the MOPIC lacks adequate human resources and logistics to undertake its core functions. In addition, it has limited systems, procedures and tools, leading to limited access to updated data and information; faces weak inter-ministerial and aid coordination mechanisms, which affects the extent to which it coordinates state wide planning. Our client seeks to provide technical support to MOPIC through this LOA to undertake its core functions, and in addition, address some of these challenges. The expected results of this support are improved development planning and coordination within the government; and enhanced internal capacity of MOPIC.
GENERAL FUNCTIONS
Objectives of the Assignment
The objective of this consultancy is to facilitate the evaluation of the Puntland Five Year Development Plan.
Scope of work/expected output
The consultancy assignment will build on work already done in the monitoring of the implementation of the plan.
Monitoring and Progress Controls
The consultancy will be jointly monitored by both the counterpart (target) institutions and the client. MOPIC and the SIP Team who will ensure the consultant undertakes her/his work in line with the terms of reference of the consultancy.
Final Product/Deliverables/Activities
The following activities will be undertaken and deliverables generated by the consultant:
Activities
§ Review the Puntland 5-Year Development Plan; assess progress and challenges of its implementation; and produce and present a review report to a Puntland Stakeholders’ Forum.
§ In consultation with the Puntland Stakeholders, propose (with justification) the revamping of the 5-Year Development Plan and the formulation of a streamlined plan that focuses on Puntland priories and aligned with the national (federal) development framework and plans.
§ Facilitate the formulation of the new-refocused, priority-based plan and an implementation strategy.
§ Provide a framework for coordinating the implementation of the strategy for the plan though the Puntland Sector Working Groups and in line with relevant national coordination mechanism.
§ Based on the Puntland Monitoring and Evaluation Policy, formulate a monitoring and evaluation strategy for the tracking of the implementation of the new priority-based plan.
Key Deliverables
§ Report on the review of the 5-Year Development Plan – which makes a case for a new refocused priority–based plan.
§ Revised state development plan and implementation strategy, reflecting refocused priorities in line with the national development goals and strategies.
§ Coordination mechanism for the implementation of the plan, using the sector working groups and in line with national coordination mechanism.
§ Monitoring framework for the implementation of the new plan that is consistent with relevant national development strategies.
Review/Approval Time
§ Achievement of deliverables/milestones will be reviewed and validated by the Director General of MOPIC and the SIP Team Leader, before payments are made.
ESSENTIAL EXPERIENCE
Education:
§ Advanced degree in strategic planning; development studies, economics, public administration, social policy, governance or related fields; or a first degree in the same fields with additional two years relevant experience.
Work Experience:
The Strategic Planning Expert will need to demonstrate skills and competencies in the following areas;
§ 10 years’ professional experience strategic planning, four of which must be with government or public institutions.
§ Experience working in governance, development and socially policy in developing and post-conflict countries.
§ Strong social research skills and experience.
§ Demonstrated ability to effectively communicate orally and in writing and to make technical presentations to a large, professional audience.
§ Prior experience of working in Somalia is an advantage.
Language Requirements:
§ Fluency in written and spoken English.
Other Information:
§ The Consultant is expected to use his/her own laptop for the assignment.
