Finance Manager

Background Information
Centre for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responds to emergency and development needs in Somalia and assists Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.
Interventions initiated are focusing on women and youth empowerment and development livelihood & food security, education, Human Rights and Civic Education, emergency aid, water and sanitation, Income Generation Activities peace building and reconciliation and environmental protection. CED also implements programs on early recovery as well as sustainable development initiatives.
CED is seeking a dynamic, innovative and self-motivated professional to fill the position of Finance Manager.
Location – Mogadishu, Somalia
Position Summary
The finance Manager will be in charge of finance policies, procedures, and ensuring timely and quality reporting of Financial and grant management related duties of the CED offices in Mogadishu and Nairobi under the technical supervision of CED Executive Director. The Finance Manager shall be responsible for ensuring strong financial and grant management monitoring systems and ensuring budgets and financial reports are compliant to donor and CED financial regulations. The Finance Manager will provide technical assistance to staff in implementing and complying with financial and accounting procedures to ensure compliance with regulations and serve as the financial liaison to donors and other implementing partners and implementing units.
The Finance Manager will report to CED Executive Director and works closely with Program Manager, Project Managers and Finance Team to ensure timely and quality reporting of budgets and financial reports.
Specific Roles and Responsibilities
  1. Develop and implement financial policies, procedures and systems for financial management and control.
  2. Manage the finance department and ensure timely delivery of quality financial reports to donors and internal reports to CED management.
  3. Ensure compliance and consistency with CED policies and procedures, as well as compliance with the terms and conditions of any donor agreements.
  4. Develop and install new accounting software in accordance with generally accepted accounting principles.
  5. Develop finance procedures, policies and budgetary control for the organization
  6. Ensure financial records are maintained in compliance with accepted, policies and procedures.
  7. Set up and ensure internal financial control and monitoring systems
  8. Create new chart of accounts and implementation, coding of expenses, system setup and consolidations.
  9. Review, revise, update financial policies and procedures as and when required.
  10. Train CED staff on the use of the finance software and the accounting policies and procedures and in producing high quality financial reports.
  11. Monitor compliance with all internal and donor financial and administrative requirements.
  12. Oversee overall project budgeting and expenditures and develop systems for cash flow management.
  13. Ensure regular financial monitoring are undertaken and the findings and recommendations are implemented in good time.
  14. Prepare and review monthly bank reconciliations
  15. Prepare timely financial reports in accordance with donor requirements.
  16. Prepare monthly financial reports for the organization.
  17. Work closely with the program staff on administrative, financial, and budgetary issues.
  18. Record and accounts for daily transactions, ensuring accuracy and completeness of required files and supporting documentation serving as evidence of transactions in a timely manner.
  19. Ensure sound cash management of local and foreign bank accounts and monitor petty cash fund.
  20. Ensure cash disbursements in accordance with financial management policies and established approval levels.
  21. Responsible for full accounts payable function from procurement through payment of invoices.
  22. Prepare monthly financial reports for CED offices and internal management reports for the Program Coordinator containing budget to actual expenditure information.
  23. Prepare and submits reports and filings in compliance with the host government laws.
  24. Prepare Project Budgets proposals and provide assistance to program staff and project budget preparation.
  25. Maintain overall budget control and monitor cash flows and expenditures
  26. Responsible for the preparation of all required documentation for financial audits and prepare audits in collaboration with program Manager & Project Managers.
  27. Ensure that all the organizations financial procedures are followed and support external audits.
  28. Analyze and give advice on the adaptation of financial process to CED financial staff.
  29. Provide financial and administrative trainings for local staff.
  30. Provide timely and sound advice to CED Director, Program Manager, Project Managers and CED staff on financial and administrative matters.
  31. Any other duty assigned by the Executive Director from time to time.
Required Skills and Qualifications
  1. Advanced University degree in Accounting, finance or related fields.
  2. At least 5 years of relevant work experience in reputable NGO or donor organisation involved in grant making.
  3. Proven financial analysis and forecasting ability
  4. Proven experience in training and capacity building in the area of finance and administration.
  5. Production and interpretation of management accounts
  6. Proven ability to provide support, guidance and training to financial and non-financial managers and colleagues.
  7. Good communication and reporting skills.
  8. Experience of working in a cross-cultural environment and very insecure environment
  9. Ability to work to deadlines with good prioritization and time management skills.
  10. Experience in financial management of donor-funded programs
  11. Knowledge of QuickBooks multi-currency accounting software (field based accounting).
  12. Experience with computerized accounting and strong organizational and leadership skills.
  13. Excellent skills in MS office and common accounting softwares
Desired Skills & Qualifications
  1. Master’s degree or recognized professional degree, such as CPA or ACCA.
  2. Previous work experience in Somalia

Contract period: one year, with possibility of renewal
