Title: Senior International Strategy and Organisational Development Expert-Team Leader
Reference: Democratic Governance Programme (DGP) 10th EDF
Location: Malawi
Duration: 36 days
The Bureau for Institutional Reform and Democracy (BiRD) is currently looking for a Senior International Strategy and Organisational Development Expert-Team Leader for a short-term mission for the development of the national registration policy as part of its on-going DGP programme in Malawi (10th EDF).
The requested services will involve working closely with the DGP Technical Facilitation Unit and the Ministry of Home Affairs and Security to come up with a contextualised NRIS Policy for Malawi.
The specific objectives of this mission are as follows:
· To undertake a situational analysis of the current policy environment to enhance understanding of the issue and identify gaps if any, in the legal frameworks related to the effective implementation of the NRIS.
· To develop the Policy Framework Document (PFD) in line with the Government of Malawi’s (GoM’s) prescribed format;
· To prepare a presentation of the draft PFD, to be presented at a meeting with key stakeholders.
The expert should generally possess the following attributes and skills:
· Fluent in both spoken and written English;
· Competency in the development of national registration and identification systems and strategies;
· Excellent analytical and interview skills;
· Active listening skills;
· Strong report writing skills.
Team Leader – Senior International Strategy and Organisational Development Expert
Qualifications and skills
· Minimum of Masters’ degree in Social Sciences or relevant disciplines
· In-depth knowledge, expertise and practical experience in policy formulation, analysis, implementation, monitoring and evaluation
· Understanding of development of Government policies, procedures and standards
General professional experience
· Minimum of 10 years of relevant professional experience.
· Proven knowledge and skills in research methods and techniques for policy development and policy analysis.
Specific professional experience
· Proven knowledge and understanding of national registration systems and establishment of the same;
· Extensive practical experience in the design and/or management of NRIS.
· Previous work experience in a developing country in the design or/and administration of NRIS.
· Experience in policy formulation related to national registration.
The foreseeable consultancy period is 36 working days. The proposed starting date for the mission is March 2016. The main mission period is 2 months over a period of roughly 4 months. It is expected that the mission will be completed at the end of June 2016.
