DIRECTOR, PROGRAMME OPERATIONS – SOUTH SUDAN

Following a major transition, our international programmes are now delivered through a merged operation with 15,000 staff, managed through seven regional hubs and reporting to a relatively small, central office. CHILD SAFEGUARDING:
Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
As a member of the Senior Management Team, the Director, Program Operations shares in the overall responsibility for the direction and coordination of the Country Office. The incumbent in his/her capacity is responsible for implementation of all programmes in country, the management of all field offices, emergency preparedness and response (including DRR), Awards and logistics for the Country Office in South Sudan.
SCOPE OF ROLE: The Country office has adopted a geographically decentralised operational area management model for managing portfolio of humanitarian, emergency and development programmes. There are currently 10 field offices
LOCATION: Juba, South Sudan
Contract length: 2 years
Qualifications and experience
  • The incumbent is an experienced country or operations manager (10 + years) with significant field operations experience running both emergency and development programmes
  • Robust experience of NGO programme cycle management, and with experience of working within a complex and matrix organisation structure
  • A very good understanding of at least 3 of the sectoral programmes (Health &Nutrition, Livelihood, Education) and a working knowledge of the programme priorities of the Country Office.
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, DIFD grants, UN agencies).
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results.
  • Demonstrated experience working on complex, multi-partner projects in an international setting
  • Experience in, and/or knowledge of, South Sudan and/ or Fragile states is preferred
  • Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals
  • Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines
  • Ability to work successfully in a complex political environment and on sensitive issues
  • Willingness to travel to implementation sites for technical monitoring and supervision visits
  • Excellent people management skills/experience and proven ability to create an environment which encourages team-working
  • At least 5 years of management experience (Manager and Director levels)
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
Desirable
  • Post graduate Master’s degree in development or other social sciences
  • An in depth understanding of national and international development issues in particular in relation to children.
  • Excellent interpersonal, communication and presentation skills.
  • Fluency in written and spoken English.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
