Logistics Coordinator Libya - Tripoli - Medecins Sans Frontieres

Background of MSF in Libya:
Medécins Sans Frontières (MSF) as an organization has been present in Libya since 2011 delivering direct medical care and medical support to health facilities and migrant centres across the country.
The widespread violence and unrest over the past 5 years has resulted in the mass exodus of many health workers; health facilities have experienced shortages of supplies and drugs; and there is now a near breakdown of the health system. In the past few years, MSF has been able to support medical programming in places such as Zawiyah, Yefren, Zuwara and Jaddu through donations of drugs and medical materials, including kits to treat war-wounded, and delivering psychological support to people suffering from physical and mental health trauma related to conflict. In 2015, MSF presence has expanded to Al Bayda, Al Abyar, Benghazi, Misrata and Zuwara where MSF is supporting hospitals and clinics with drugs, medical supplies, staffing and training.
In addition to violence, in the Libyan crisis has included hundreds of thousands of refugees and asylum seekers passing through Libya on the way to seek refuge in Europe. This population is particularly vulnerable to the instability and has been the target of extortion and abuse. MSF has implemented programming including primary health care and the distribution of non-food items in order to restore baseline health conditions and the dignity of this population.
Background of this specific job recruitment:
In light of the evolving context and expanding needs in Libya, MSF-OCA (operational center based in Amsterdam) is starting up a new mission in Libya based in Tripoli, with a focus on the health needs of migrant populations living in the city, as well as potential engagement with the conflict-affected host population. Programming is expecteed start with the delivery of primary health care services, including mental health, but has the potential to expand based on assessments and findings once the team is on the ground. It is expected that MSF-OCA will collaborate with the Ministry of Health and other local partners in order to effectively implement new programming.
Main purpose
Define and implement technical and logistics strategies and support to the field, ensuring the pertinence and coherence of logistics programmes, adequacy of the means provided and the compliance of MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimise the impact of the medical projects.
Accountabilities
· Participate actively in the definition and update of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and providing advice to the HoM in the translation of the identified logistical / technical needs into objectives, priorities and resources needed for the mission.
· Is accountable to monitor the implementation of logistics/technical activities in the mission (construction and rehabilitation, stock and supply of medical and non medical material, transport, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, etc.) ensuring compliance of MSFstandards, protocols and procedures, and reporting to the HoM on the development of the ongoing programmes and proposing reorientation strategies when needed.
· Is responsible for the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for:
· Is responsible for ensuring technical reference and support for all logistics/technical issues in the mission and provide coaching to logistics staff.
· Is responsible for ensuring installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required.
· Is responsible to ensure the proper use and maintenance of IT (computers, software, backups, etc.) and communication tools.
· Is responsible to define and monitor technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the mission security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring security rules observation and reporting to the HoM of any problem. For this purpose, the Logistics Coordinator will have to create an appropriate environment to facilitate exchange of information on security situation and will be the security back up in the absence of the HoM.
· Is responsible to ensure communication means in the Mission, allowing permanent communication between capital, projects, bases and HQ. Ensures all staff in the Mission benefits from proper training on how to use communications equipment available in the Mission (e.g. satellite phones, HF/VHF radios, computers, etc.)
· Represent MSF in meetings with Authorities and other NGOs for technical/logistics related issues.
· Provide reporting on projects/mission evolution from the technical/logistics perspective and propose corrections if needed,
Requirements
Education
· Essential: Essential degree and/or specialization in Logistics and/or MSF Logistics training.
· Desirable: degree in project management or HR management.
Experience
· Essential: previous experience with MSF or another reputable NGO.
· Essential: working experience in Middle East/Arabic/North African context.
· Essential: analyzing and managing security in a complex security setting.
· Essential: at least THREE years in management positions in humanitarian aid.
Languages/Profile
· Essential: English + Arabic languages (spoken + written)
· Desirable: Given the security context, specific interest in persons with Middle Eastern/North African background and non-Caucasian

Conditions
  • Position based in Tripoli (Libya)
  • 12 months of temporary contract with possible extension at the end of the period according to internal analysis
