Supply Chain Specialist, P-3, Temporary Appointment, UNICEF Supply Division, Regional Office, Nairobi

The Supply Chain Strengthening Centre (SCSC) in UNICEF Supply Division is seeking a dedicated:

Supply Chain Specialist (Capacity Development), P-3, (Temporary Appointment - 11 months)

East and Southern Africa Regional Office, Nairobi
Purpose of the Position
As a part of a Capacity Development network the incumbent will in close collaboration with UNICEF Supply Division (SD), UNICEF Regional Offices, and Country Offices (COs), Government counterparts, UNICEF Programme Division (PD) and other development partners to:
  1. support the development and implementation of country led multi-year supply chain capacity development (CD) strategies, with a particular focus on strengthening human resources (HR) for supply chain management (SCM) to ensure sustainability,
  2. provide support to develop and implement training and development plans for government counterparts that are responsible for/involved in SCM and
  3. facilitate south to south exchanges between countries, working with partners and counterparts to share experiences, lessons learned and good practices in SCM.
Key Accountabilities and Duties & Tasks
Under the guidance and leadership of the Capacity Development Manager:
  • Support the development and implementation of a supply chain strengthening advocacy strategy for HQ, ROs, COs and government counterparts to raise awareness around supply chain issues, possible solutions, innovations, networks and support that is available.
  • Support to assessments and development of capacity development strategies and implementation plans, support to the implementation of interventions and capturing lessons learned for continuous improvement
  • Support the integration of guidelines and approaches for strengthening HR for SCM such as the HR for SCM assessment, competency framework and KPIs into the effective vaccine management (EVM) assessment and improvement planning process
  • Lead the mapping and support the building of relationships with external entities involved in capacity development (CD) of public health supply chains
  • Co-ordinate with internal and external partners to ensure collective understanding, collaboration, coordinated progress and avoidance of overlap in the capacity development support provided to countries.
  • Support ongoing activity and work further to strengthen internal relationships by working closely with the supply community at CO, RO and HQ levels on capacity development issues, including support to the coordination and analysis of TA support provided by the UNICEF Supply Function.
  • Provide an easily accessible overview of technical assistance and resources that can be provided by the UNICEF Supply Function as well as other external partners.
  • Upon request from Regional Offices, participate and advise in the process to prepare ToRs, identify, select and evaluate candidates and/or companies for the implementation of supply chain capacity development activities as required.
  • Support the development and documentation of relevant public health SCM capacity development cases, good practices in human resources for SCM and facilitation of south to south sharing sessions between countries.
  • Any other duties as requested by the supervisor
Key Expected Results
  • The incumbent will be instrumental in developing and implementing the advocacy strategy for the UNICEF supply chain strengthening and capacity development strategies.
  • The incumbent will also play a key role in defining and setting norms and standards for the government supply chain capacity development (CD) function for UNICEF procurement and supply chain operations, and will also be instrumental to the implementation of the Gavi Alliance Immunization Supply Chain Strategy.
  • The incumbent will support the application of existing guidance and tools that have been developed for capacity development and HR for SCM strengthening activities and the institutionalisation of these approaches.
  • The incumbent will do so through strong technical skills, planning and organising skills and by applying strong communication, relating and networking skills.
Qualifications of Successful Candidate
Education:
A completed Advanced University Degree (Master's Degree) in the area of supply chain management, business, social science, public health, pharmacy or other related field.
Work Experience:
  • Minimum 5 years of experience in procurement and supply chain management, preferably in the area of public health supply chains, with at least four years being in developing countries.
  • Proven conceptual understanding of and strong practical experience with applying capacity development principles preferably in the area of strengthening of Human Resource systems.
  • Proven experience working with developing country governments
  • Experience in humanitarian assistance and development programmes, and a mix of field and regional or headquarters postings are advantageous.
Languages:
Fluency in English. Working knowledge of another UN language is advantageous.
