Finance and Administration Officer

Supervisor: The Ministry of Interior and Federal Affairs (MoIFA)
BACKGROUND:
In support of the Ministry’s efforts to promote women empowerment and gender equality, the Ministry wishes to recruit a Finance and Administration Officer to enhance financial and administrative management and accountability.
The objective of this post is to provide financial and administrative support to ensure that MOIFA practices sound financial and administrative management procedures and adheres to donor and UN Women requirements, regulations and policies.
Duties and Responsibilities
With the supervision of the Senior Gender Policy Advisor and the overall supervision of the Director General of Special Programmes (DG), the Officer would be expected to carry out the following:
  • Standardise the finance and accounting systems of the project while maintaining compatibility with government and UN women financial accounting procedures;
  • Prepare revisions of the budgets and assist in the preparation of the work plans;
  • Prepare status reports, progress reports and other financial reports;
  • Prepare periodic accounting records by recording receipts, disbursements (ledgers, cash books, vouchers, etc.) and reconciling data for recurring or financial special reports and assist in preparation of annual procurement plans;
  • Provision of information for reports on financial status, expenditures and potential funding problems;
  • Assistance in proper control of the supporting documents for payments and financial reports for the Programme/Project; payment execution and monitoring payment status;
  • Processing of financial documentation (vouchers, supporting documents, etc.) and maintaining internal expenditures control system;
  • Maintenance of files related to personnel, finance, procurement, administrative, logistical, Programme/project matters;
  • Assist in preparation of Audit;
  • Monitoring the Inventory Records, maintain the records and files on assets management,
  • Interpretation and implementation of procedures and rules related to administrative, procurement, financial and personnel matters and ensure their compliance with the project ;
  • Timely preparation and updating of procurement plans for the project.
  • Procure project items including office stationary as per the plan.
  • Preparation of requests with all supporting documents for issuance of purchase orders, contracts, subcontracts and other documents related to procurement of goods and services;
  • Perform other related tasks, as requirede overall duty is to in close coordination and in support of MOIFA staff to
  • Analyse and gaps in the financial procedures and recommend necessary corrective measures.
QUALIFICATIONS AND COMPETENCIES
  • University degree (or equivalent) in Business or Public Administration is an asset.
  • Minimum 5 years of progressively responsible experience in financial management and administration;
  • Specialized national or international certification in accounting and finance would be an asset;
  • Thorough knowledge of financial rules and regulations and accounting principles;
  • Excellent knowledge and application skills of IT tools and management systems;
  • Experience in the usage of computers and office software packages (MS Word, Excel etc and advanced knowledge of spreadsheets and database packages;
