Established in 1951, IOM is the leading governmental organization in the field of migration and works closely with governmental, intergovernmental and governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
The Gender Coordination Unit (GCU) is responsible for the development and implementation of the IOM Gender Equality Policy. By providing technical guidance and training to departments and field offices, GCU helps ensure that a gender perspective is mainstreamed throughout all IOM policies, activities and programming. In particular, GCU supports initiatives to advance gender equality and strives to ensure that IOM programming responds to the specific needs of all migrants and their families, regardless of sex, gender identity or sexual orientation.
GCU also supports Human Resources Management (HRM) and the Ethics and Conduct Office (ECO) to promote gender awareness and sensitivity throughout IOM. This includes developing and implementing policies and strategies to establish a work place that is sensitive to the needs of all staff members, regardless of sex, gender, gender identity or sexual orientation. GCU is also present on both the Appointments and Postings Board and the Rotation Appointments and Posting Board, in order to ensure that gender considerations are taken into account and to act for the implementation of IOM's commitments to gender parity at all levels within the Organization.
In line with IOM's commitment to prevent sexual exploitation and abuse (SEA), GCU is also responsible for promoting awareness and prevention of SEA among all IOM staff. In coordination with ECO, GCU may be involved in the handling of some SEA cases.
In 2012, in order to enhance its commitment to gender equality, IOM decided to implement the
UN Wide Action Plan (SWAP) for implementation of the Chief Executives Board for Coordination policy on gender equality and the empowerment of women. The SWAP is an accountability framework made up of fifteen gender mainstreaming performance indicators which IOM and the UN system have committed to meet or exceed by 2017. With the ambition of making gender mainstreaming operational, the SWAP has provided IOM and the UN system with a strategy and a common set of goals and standards to which to adhere and aspire for the achievement of gender equality.
Under the direct supervision of the Head of the Gender Coordination Unit, the successful candidate will be responsible and accountable for supporting the implementation of IOMs Gender Policy and ensuring IOMs adherence to other related commitments by providing technical expertise on gender and migration, as well as on gender and staffing issues within the Organization.
Core Functions / Responsibilities:
  1. Contribute to the overall implementation of the IOM Gender Equality Policy; with a particular focus on meeting IOM institutional commitment to meeting the UN System wide accountability framework on Gender equality and Women empowerment.
  2. Contribute to the overall implementation of the IOM PSEA policy: prepare and deliver training sessions, support mission in their PSEA approach; support the Interdepartmental PSEA working group; monitor policy implementation; draft PSEA talking points.
  3. Contribute to IOMs dialogue with governments, strategic partners and civil society in order to strengthen IOMs position on the promotion of Gender and Migration; monitor and contribute to the international Gender and migration debate; participate to official meetings.
  4. Identify emerging issues relevant to Gender and Migration and contribute to the development of policy and reports. Monitor developments in the thematic area, in close collaboration with the RST Teams, Country Offices and relevant Headquarters (HQs) Departments.
  5. Develop regional thematic guidance notes, information sheets and policy documents on mainstreaming gender into programming and staffing, in coordination with the ROs, COs and relevant HQs Division(s).
  6. Develop information, pedagogical, guidance and training materials on the inclusion of gender issues in programming and staffing. Facilitate capacity development and training sessions for IOM staff.
  7. Provide technical and operational support to Regional Offices and Country missions, in coordination with the Regional Thematic Specialist, on migrant and Gender issues.
  8. Collect and document lessons learnt and best practices on promoting gender equality in activities, and draft reports and summaries for internal and external use.
  9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in International Affairs, Political Science, Law, Human Rights, Development
Studies or a related field from an accredited academic institution with five years of relevant
professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of gender mainstreaming and operational support;
• Good knowledge of IOM project development, and management;
• Strong computer literacy; Microsoft Office and Adobe suite;
• Experience in reporting and evaluation;
• Experience in liaising with governmental authorities, other national/international institutions and
NGOs.
Languages
Fluency in English and French or Spanish is required. Working knowledge of a third IOM/UN
official language is an advantage.

Other:
Internationally recruited professional staff are required to be mobile.
