Human Resources/Administration Manager

Organization Description

The IRC has been working in Uganda since 1998. The current program portfolio in Uganda includes health, peace building, gender-based violence, economic recovery and agribusiness, and children & youth.
Scope of work
Reporting to Operations Coordinator, and as a member of the Senior Management Team, the Human Resources/Admin Manager is overall responsible for the HR function, ensures effective and transparent human resources management and quality services to employees quality administrative support function throughout the Uganda program. The Human Resources Manager responsibilities include employee policy development and implementation, advising senior management on performance related issues, leading the HR/Admin team, Talent management and workforce planning, compensation and benefits administration, training and development, and administrative services.
Key Responsibilities
  • HR strategy and objectives: Contribute to a strategic analysis of IRC's present HR capacities in order to identify interventions that will assist IRC in focusing more effectively on the most critical needs.
  • HR support to senior management: Advising senior management regarding labor laws and staff management issues; participating in discussions about structure and organizational development and change; supporting recruitment of senior positions.
  • HR planning and monitoring: Reinforcing HR reporting and planning; developing HR key performance indicators in order to develop an informed and accountable HR management.
  • Staff management: Building HR management capacities to ensure qualified and trained Human Resources staff across IRC Uganda Program as well as efficient and performing HR department delivering timely and accurate services.
  • Technical management & systems: Efficient & effective human resource and administrative management systems that support the design and implementation of quality programming without compromising compliance.
  • Compliance: Reviewing and ensuring compliance to HR policies and procedures; coordinating the development of policies, handbooks and supporting their implementation and dissemination.
  • Staff development: With the guidance of Learning and Development unit at Headquarters, oversee the implementation of the staff development policy, programs and tools and link with orientation and performance management plan.
  • Compensation & Benefits: Ensuring an attractive and competitive compensation and benefits package is maintained; developing specific program to attract and retain high performing senior national managers.
  • HR tools and practices: Ensuring standardization and use of best practices across IRC Uganda management teams; coordinating the use of payroll software and Workday.
  • Employee Relations: Supervise HR/Admin team, solve employee conflicts and improve HR administration; develop strong relationships with the Field HR/Admin Teams and effective communication between the Field & Kampala staff.
  • Liaison and Administrative functions: Actively pursue coordination and working relationships with other NGOs and International Organizations on administrative issues; regularly meet with legal representation on all matters pertaining to labor law and contractual obligations; working closely with Supply Chain, review adequacy of space requirements and identify appropriate office facilities as needed and requested; negotiate rental agreements, prepare contracts for rental and initiate rental payments.
