Department Overview
Pact seeks a Legal Aid Advisor for a 2 year (plus 3 year option period) project: Facilitating Access to Justice in South Sudan. This project is funded by the United States Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). The project will improve access to justice so that rural and marginalized citizens can access justice services that provide legal remedies to their problems. This will be achieved through educational awareness activities, legal aid services, capacity building and guidance for sub-recipient civil society organizations (CSOs), law enforcement actors, and customary law actors, the development of a law and policy package on legal aid, and research. The project will also support implementation of the recent Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) through capacity-building of legal institutions and actors.
Position Purpose
The Legal Aid Advisor is responsible for helping poor and marginalized populations in South Sudan access legal services. The Legal Aid Advisor will facilitate legal solutions for South Sudanese citizens through maintenance of legal aid clinics staffed with attorneys and paralegals.
Key Responsibilities
The Legal Aid advisor will oversee activities including:
Provide community support by providing pro-bono legal services in new and existing legal aid clinics
Assess barriers to access to justice and determine the feasibility of mobile or special courts
Support legal aid attorneys, hire more where needed, and offer legal guidance and represent pro bono clients in court
Support paralegals with guidance, technical assistance and resources to continue their pro bono outreach in target communities
Train new paralegals as needed
Strengthen the referral system between paralegals, legal aid clinics and sub grantees
Qualifications
Law degree or Master’s degree in law, legal aid, or other relevant field preferred. Bachelor’s degree required.
Minimum of 10 years of experience in legal services in developing countries. Experience in South Sudan preferred.
Minimum of 5 years of experience in legal aid clinics in developing countries. South Sudan experience preferred
Minimum of 5 years of experience managing personnel
Understanding of barriers to access to justice and knowledge of South Sudanese legal environment strongly preferred
Fluency in English required
