Programme Coordinator region Asia, Latin America, Somalia and Yemen

CARE Nederland (CNL) is part of CARE, an international organization that fights global poverty and provides life-saving assistance in emergencies. CNL helps the poorest people, in the most difficult places to become more resilient regarding natural disasters and violent conflicts. Throughout its work, CARE Nederland (CNL) focuses is on fragile contexts and specifically on marginalized women and girls.
CARE Nederland is in an organizational change process but for now, the programme team is responsible for programming, in coordination with finance staff and advocacy and communication. The programme team consists of 2 regional teams (Africa, Asia/LA/Somalia and Yemen) and 1 thematic team (Women Empowerment and Business Development).
CNL has identified four thematic areas in which it aims to develop leadership in thought and practice and disseminate its knowledge: Inclusive Governance (in Fragile Contexts), Women Empowerment through Enterprise Development, Integrated Risk Management and in development is Gender in Emergencies.
The function:
The Programme Coordinator Asia, Latin America, Yemen and Somalia will provide leadership to her team, that consists of 4 programme officers and 1 M&E officer. This team is responsible for acquisition and programme implementation in the above mentioned region. One staff member is based overseas. Strategy development for CARE Nederland's role in the region is important.
The Programme Coordinator is a spider in the web between regional team, CNL colleagues (in Programmes, Advocacy, Communication, Emergency coordinator, Management Team) and CARE International (country offices, regional bodies, donors). S/he coordinates a key internal process: Sustainable Development.
For the time being, the Programme Coordinator reports to the Programme Director and the PC is invited to contribute to the organizational change process.
Key responsibilities:
The Programme Coordinator will be responsible for:
CNL Programme Development implementation and Acquisition of institutional funding (mainly Ministry of Foreign Affairs and EC)
Teamleadership, CNL representation within CI, and other networks
Development of the CNL programme implementation in the region of Asia, Latin America and in Somalia and Yemen. Develops CNL policy in her region and supports the general policy and annual plan development in CNL. Supports the development of policies in CARE regional and country offices.
Acquisition of new funding for the region, development of proposals for institutional donors with programme officers. Manages relations with key institutional donors. Supports the proposal development of proposals for private and corporate donors.
Team leadership: is responsible for the regional team consisting of 4 programme officers (1 overseas) and 1 M&E officer. Supports, trouble shoots, inspires etc. Coordinates a key process within CARE Nederland (Sustainable Development)
Represents CNL in relevant networks, donor meetings, and with policy makers and knowledge institutes,
CONTACTS
Thwe Programme coordinator leads the regional team, coordinates the Sustainable Development process, coordinates with policy makers, institutional donors, CI regional teams and country offices, embassy staff, peers in colleague NGO's, alliances CARE works in etc. The relations are focused on programme quality, funding, knowledge exchange, cooperation and sharing and representing CARE Nederland.
REQUIREMENTS
Minimal 3 years of fieldexperience, preferably in a fragile country
Masters level in a relevant international development or humanitarian field;
Strategic and inspiring leadership, able to operationalize strategy into plans.
Significant experience as teamleader, with a coaching style.
Extensive experience in writing and developing successful programme proposals for institutional donors (EC and MOFA especially)
Knowledge of and experience with gender inclusion
Experience with contract management, especially EC
Fluency in English, verbally and writing; and preferably one or more relevant languages (e.g. French or Spanish);
Prepared and fit to travel abroad; including to high-risk destinations
Excellent communication skills; intercultural sensitivity towards external contacts; analytical; accurate; flexible;
