Department Overview
Pact seeks a Security Manager for a 2 year (plus 3 year option period) project: Facilitating Access to Justice in South Sudan. This project is funded by the United States Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). The project will improve access to justice so that rural and marginalized citizens can access justice services that provide legal remedies to their problems. This will be achieved through educational awareness activities, legal aid services, capacity building and guidance for sub-recipient civil society organizations (CSOs), law enforcement actors, and customary law actors, the development of a law and policy package on legal aid, and research. The project will also support implementation of the recent Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) through capacity-building of legal institutions and actors.
Position Purpose
The Security Manager is responsible for the safety and security of the Pact South Sudan office. He/She will maintain in country security networks, develop security protocols, and will promote security across project staff. He/she will develop standard procedures for crisis and incident handling and will be well versed with safety and security issues in the South Sudan context.
Key Responsibilities
Effectively develops and implements safety and security policies and procedures
Ensures that all staff are versed in procedures including measures in crisis situations
Effectively implement all appropriate risk management strategies related to the safety and security of project personnel, and the protection of assets in project
Promote a high level of security awareness amongst personnel and ensure that security procedures and policies are implemented throughout the country
Ensure that changes to security policies/standards are disseminated in a timely manner to staff and other stakeholders as required
Work closely with operations and other key stakeholders to ensure that all work is implemented with the highest degree of personnel safety and security throughout the country
Carry out initial security assessment for office and then lead ongoing process of design, establishment, review and revision of security policies and procedures
Provide briefings to all staff and consultants upon their arrival in country
Work in close coordination with Pact’s International Security Officer (ISO) based in Washington, DC
Maintain knowledge of security issues for implementing projects in the South Sudan context
Qualifications
Minimum of 5 years of experience in safety and security, international peacekeeping, humanitarian or emergency operations. Work with NGOs/international development organizations preferred.
Minimum of 3 years of experience in post war/conflict/ hostile environments
Experience conducting security assessments and developing security plans required
Demonstrated ability to work collaboratively in a cross-cultural environment
Ability to work independently in challenging environments
Bachelor’s degree in a related field required
Fluency in English required
Experience in South Sudan preferred
