REQUEST FOR EXPRESSIONS OF INTEREST REGARDING A ROOSTER FOR EXPERTS IN NATURAL RESSOURCES
Assignment Title: *Call for applications regarding a Roster for Experts in Mineral supply chains: Audits/Investigations, Certification, Traceability/Tracking, Database, etc*
The International Conference on the Great Lakes Region (ICGLR), an inter-governmental organization of the countries in the African Great Lakes Region is composed of twelve member States. One of the reasons of its establishment was the conviction, particularly at the international level, those natural resources; especially Tin, Tantalum, Tungsten and Gold referred to as “Conflict Minerals” under the Dodd-Frank Consumer Protection Act (1502), were used by illegal armed groups to fuel and sustain conflicts in the Great Lakes Region.
As a response, the Pact on Security, Stability and Development signed in Nairobi on 15 December 2006 and the Protocol against the Illegal Exploitation of Natural Resources committed all 12 Member States to implement the six tools of the Regional Initiative on the fight against Illegal Exploitation of Natural Resources (RINR) whose center is the Regional Certification Mechanism (RCM). The International Conference on the Great Lakes Region (ICGLR) is developing its pool consultant for further use when commissioning consultancies in the mineral resources
In this respect, ICGLR Secretariat/Bujumbura- Burundi is building a data base of national, regional and international consultants in the various fields pertaining to mineral resources for the implementation of the Regional Initiative on Natural Resources in its Member States. The data base will enable International Conference on the Great Lakes Region Secretariat to respond in an immediate and efficient manner to the various mineral resources expertise required for different consultancy services as may be raised. A Roster of applicants will be hosted at ICGLR Secretariat to support the Program of Democracy and Good Governances Natural resources Unit.
This call for applications is a first step to build this data base to which consultants may apply as an individual or as an individual to be contracted through a firm providing expertise and technical support in the thematic areas of mineral Resources/Mining sector.
The International Conference on the Great Lakes Region now invites eligible individual consultants to indicate their interest in providing the Services in *Mineral supply chains: Audits/Investigations, Certification, Traceability/Tracking, Database, etc***. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria for inclusion in the database for*** Experts in Mineral supply chains:*
  • Experience in the field with proven experience in Audits/Investigations, Certification, Traceability/Tracking, Database etc...;
  • Ability to communicate, read, write in French and English.
