Environmental Sustainability and Rule of Law Expert

IDLO is seeking to expand its work on environmental sustainability issues, especially in the area of Climate Justice, Ecosystems Management, Natural Resources, Land and Sustainable Energy. IDLO’s current Strategic Plan 2013 - 2016 identifies sustainable development as a thematic priority. In 2016, the Organization seeks a comprehensive and up-to-date analysis of the priorities and opportunities in this area to inform the design of a new Strategic Plan looking ahead to 2020.
Through the adoption of the 2030 Agenda for Development with several cross-cutting “Planet SDGs”, countries have sent a firm signal of political intent to integrate human and economic development with ecosystem preservation. Enforcing these commitments and interlinked agendas will require breaking down traditional silos, developing new forms of cross-sectoral cooperation and promoting rule of law and human rights as an overarching framework to support SDG implementation.
In the context of work under the current Plan as well as in anticipation of the new Strategic Plan 2017-2020, IDLO is seeking to identify programmatic and thought leadership opportunities:
  • to strengthen institutional capacity in designing and implementing laws to achieve the “Planet SDGs” at the national level, including by developing innovative legal frameworks, promoting inclusive processes and right-based approaches, fostering accountability and cross-sectoral collaboration;
  • to build capacity of legal professionals, including of the judiciary, on sustainable development law includingclimate change mitigation and adaptation, biodiversity mainstreaming, sustainable consumption and production, land and community rights, natural resource management, sustainable energy;
  • to strengthen access to justice and transparency, including institutional reform and capacity building for resolution of environmental disputes, enforcement of decisions (including judicial decisions), alternative dispute resolution mechanisms, customary law approaches; and
  • to strengthen women's role in achieving sustainable development goals, including through inclusive policy and decision-making, land and resource rights, access to financing.
To this end, the Consultant, specialized in the intersection of environmental sustainability and the Rule of Law, will focus on mapping out opportunities for IDLO and facilitate the development of a strategy for new opportunities in these areas of expertise.
Under the general supervision of the Director, Global Initiatives and working in close cooperation with the Director, Programs, and Director, Research and Learning, the Consultant will perform the following duties:
  • Propose an organizational strategy to position IDLO as a leader, innovator, and pioneer on environmental sustainability and the rule of law ;
  • Map out opportunities for IDLO in programming and thought leadership on environmental sustainabilityand Rule of Law through consultations with external and internal stakeholders and analysis of IDLO's comparative advantage;
  • Identify strategic alliances and partnerships with relevant governments, donors, multilateral organizations, the private sector and others to allow IDLO to scale up and diversify its programs in the field of environmental sustainability and Rule of Law.
  • Ensure a gender perspective throughout all analysis and deliverables, in line with IDLO's Gender Strategy.
DELIVERABLES
  • A report mapping out opportunities and identifying strategic directions for IDLO in the field ofenvironmental sustainability and Rule of Law as a driver for inclusive and equitable development. The report should include a SWOT analysis, identify emerging issues including in the context of the Sustainable Development Goals as well as provide an overview of potential strategic partners/donors with their matching funding priorities.
  • Presentation and discussion of the findings and recommendations to IDLO’s Senior Leadership Team as well as other staff.
IDEAL CANDIDATE PROFILE
Academic qualifications & Work experience
· Masters’ (or equivalent) degree in law, political studies, development, or related field is required.
· PhD in law, political studies, development, or related field is desirable.
Work Experience
· Minimum of 10 years’ professional experience, of which at least 5 years in the development field (preferably in sustainable development and Rule of Law);
· Proven experience in working on the interface between development programming and research;
· Proven experience in conducting applied research projects, preferably using a mix of mutually reinforcing qualitative and quantitative research techniques;
· Proven experience in project management and project development (proposal drafting, including with the development and use of theories of change);
· Proven expertise in quality report drafting is essential.
Languages
· Excellent drafting, writing and research skills in English are required;
Technical and behavioral competencies
· Strong research and analytical skills, both qualitative and quantitative;
· Ability to design and conduct surveys, interviews and focus group discussions;
· Good understanding of current thinking on and practice in planning, monitoring, evaluation, and learning (PMEL);
· Demonstrated ability to work proactively and independently, as well as in a small team, and doing so in a well-organized manner and exercising sound judgment;
· Proven ability to interact in a timely, constructive and professional manner with colleagues, including government representatives, and civil society representatives;
· Ability and willingness to travel internationally.
