Monitoring, Evaluation and Learning (MEL) Advisor STARS

Human Project is recruiting on behalf of ICCO Cooperation that operates in the area of local development, economic empowerment, food security and sustainable consumption and responsible business, a Monitoring, Evaluation and Learning (MEL) Advisor STARS program.
Location: Senegal and Burkina Faso, based in Ouagadougou, Burkina Faso**
Travel:** 30-50% **

Background
ICCO Cooperation is a Dutch organization founded in 1964 and implementing programs with partners worldwide. In West Africa, We work in Benin, Burkina Faso, Ghana, Liberia, Mali, Senegal and Sierra Leone. Our programmes focus on economic empowerment, food security and sustainable consumption and responsible business.
About the program
The “Strengthening African Smallholders (STARS)” is a 5 year program running from 2016 to 2020, aiming to increase food security and income of smallholder farmers in Rwanda, Ethiopia, Senegal and Burkina Faso by facilitating access to financial markets and agricultural services. Key to the program is that it strives for market-based systemic change by developing and piloting business models in value chains and value chain finance that can be replicated by independent market actors. ICCO Cooperation implements the program in collaboration with ICCO Terrafina and in partnership with The MasterCard Foundation.
Our model is based on three core activities: (1) To develop and implement innovative, sector specific agriculture financial products with MFIs for smallholder farmers; (2) To strengthen value chains and link smallholder farmers into these chains as well as linking them to financial services at MFIs and (3) To broaden the evidence base in rural agricultural finance, value chain development and share lessons learned. In close connection with this process, a MEL plan will be elaborated per country based on the overall MEL framework. The overall MEL framework follows the Donor Committee for Enterprise Development (DCED) Standard for Monitoring and Results Measurement.
Job background
The MEL Advisor will develop the STARS program’s overall MEL framework into country-specific MEL plans for the two countries in collaboration with program staff. He/she continuously checks that staff is supported in MEL issues, and that the MEL plan is followed and data is collected as stipulated. If necessary the MEL Advisor can revise the project MEL plan together with the MEL Coordinator and the country leads. He/she will train, coach, mentor and provide technical support to the staff and data collectors to ensure quality data collection, quality data interpretation and quality data management.
Key Responsibilities
· Ensure that the two country’s MEL plans are in compliance with the overall MEL framework;
· Support country teams in the design and implementation of market analyses and needs assessments, and other pre-program data collection and analysis. Take the lead in linking these analyses to intervention results chains and indicator selection;
· Develop measurement plans including sampling strategies, data collection tools, and stakeholder validation. Help design, facilitate and oversee baseline surveys and impact studies that are planned for in the program. Help implement the use of mobile phone or tablet-based data collection;
· Support the development of participatory feedback and sense-making approaches with program participants. Provide support in preparing progress reports and strategic reviews/evaluations, as well as communication on data collected and lessons learned;
· Participate in the development and standardization of forms and tools to collect relevant data on the program’s learning agenda. Contribute to the development of Terms of Reference for studies, audits and evaluations;
· Give advice on and provide support to the interpretation of collected data in order to make informed decisions for improvement. Identify potential improvements to the MEL system.
· Cooperate with program staff to capture lessons learned, best practices, expected and unexpected results, and other information to generate stakeholder reports, articles, case studies, and other documentation.
Qualifications and Work Experience
  • A Master’s level degree in International Development, M&E or other relevant field;
  • At least 3 years relevant work experience in MEL in the international development sector;
  • Strong knowledge of and experience with MEL approaches, including the design of MEL systems, data collection tools, reporting forms, and databases. Specific knowledge of the DCED standard for Monitoring and Results Measurement and/or the Markets for the Poor approach would be considered a strong advantage;
  • Experience in using online and/or mobile tools for data collection;
  • Good international and/or intercultural experience, and knowledge of the social, economic and political situation in the West Africa region and in particular in Burkina Faso and Senegal;
  • Excellent analytical skills. Being able to translate abstract objectives into practical approaches;
  • Excellent computer skills; skilled in MS Office Suite including Word, Excel, Outlook and PowerPoint. Experience in using data analysis software preferable (SPSS, other);
  • Exceptional written and verbal communication skills in English and French;
  • Exceptional presentation, interpersonal and networking skills;
  • Hands on mentality, pro-active, good ability to take initiative and be creative;
  • Willingness to travel frequently.
Terms of employment
This position is a national position NOT an international position and will be based on the pay bands of the Regional office in Mali or the country of the Duty station Burkina Faso. As ICCO is in the process of establishing itself in Burkina Faso, the incumbent will first be hired as an independent consultant before entering into a labor contract with ICCO.
As this is a local position, West-African candidates are strongly encouraged to send in an application.
Position in the organization
The MEL Advisor reports hierarchically to the Country Lead and functionally to the MEL coordinator. He/she will closely work together with the MEL coordinator based in Rwanda. The MEL coordinator is responsible for the STARS MEL framework and will oversee the development into country specific MEL plans. Other work relations are Country Lead/Micro Finance advisor, the Value Chain Development Advisor, Program Director, Communications officer and Finance and Administration officers.
