Child Protection Project Officer - Boma / South Sudan

Junior Programme Officer position Swiss salaried contract 1800 CHF net /month x 13 times (+ Withholding AVS candidate for Switzerland). Vacancy: 25 days/year, Health insurance, accident and medical repatriation insurance, location, return flight.

Main responsibilities :
Under the direct supervision of the Child Protection Project Manager, the Junior Child Protection officer will ensure the overall supervision of the Terre des Hommes (Tdh) child protection interventions in Boma County (Jonglei). This includes supervising and monitoring the implementation of activities funded by UNICEF, SSJR and some Swiss Charities, as well as training, mentoring and supervising a team composed of 12-20 national child protection staff.
· He/she works in close coordination with the Child Protection Monitoring and Evaluation Officer in Juba in order to ensure proper and timely data collection, data process and reporting as per the M&E tools and systems in place.
· He/she works in close coordination with the TdH Coordination team in Juba, contributing to developing Child Protection project proposals and participating to Child Protection assessments in Jonglei or Neighbouring states. He/she informs the Child Protection Project Manager and the Country representative in case of breaches of the Tdh Child Safeguarding Policy (CSP).
· He/she works with all relevant authorities at County and community level (civil, religious, police, militaries and all other services) for a better implementation, acceptance and ownership in improving the conditions of the target population.

Function details

Project Strategy and planning
· He/she supports the Child Protection Project manager and the Coordination team reviewing the Child Protection strategy for Tdh in South Sudan.
· He/she technically supports the Child Protection Project manager and the Coordination team developing new proposals.
· He/she supports the Child Protection Project manager and the Coordination team improving monitoring and evaluation systems to inform the progress of TdH Child Protection interventions.
· He/she participates to Child Protection assessments when required.
Project Implementation
· Support, supervise and monitor the delivery of PSS and recreational activities to the targeted children, youth and caregivers the areas of intervention.
· Support, supervise and monitor the implementation of the case management and referral systems in the areas of intervention.
· Support, supervise and monitor the organisation of awareness campaigns in child protection and children rights in close consultation with local authorities, communities and other stakeholders
· Support, supervise and monitor the delivery of training and capacity building of the community child protection structures and individuals (CBCPN, Youth Groups, Parent Support Groups and Child Protection Focal Points) regarding child protection & safeguarding, child rights, parenting skills, PSS and case management.
· Support, supervise and monitor the organisation and implementation of economic strengthening activities, including vocational training activities, and capacity building of the targeted beneficiaries.
· In coordination with the Protection Child Protection Manager, interact and coordinate with community based structures, authorities and local organisations (Police, Health centres, UN agencies, local and international NGOs, local authorities, education partners, etc.) to advocate for children rights and reinforce the community protection and referral systems.
· Assist the Child Protection Project Manager reviewing and development technical and training packages.
· In a participatory manner identify, mobilise and train community members and other actors to encourage their participation in different aspects of the project implementation and development.
· Support the Child Protection Manager by identifying logistic needs and preparing purchase requests in line with program needs.
Monitoring and evaluation
· Ensure that the Boma Protection data collection and filling systems are functional and accurate, and information collected by the field teams is verified and processed in a weekly basis. Ensure that the Boma database is permanently updated with accurate information.
· Share monthly progression of the field protection interventions by using the existing monitoring tools in place.
· Conduct data analysis and field assessments and regularly disseminate information to inform programme management.
· In coordination with the Child Protection Monitoring Officer, train and mentor field staff on data collection tools and methodology. Conduct regular field assessments and checks in order to ensure proper data collection and data entry.
Human Resources
· Supervise Tdh child protection team members in Boma State (Jonglei)
· In coordination with the Child Protection Project Manager, provide appropriate technical training, mentoring, coaching and capacity building of the team under her/his supervision
· Organize team meetings and provide weekly program update and staff planning
· Follow up staff attendances, leaves and provide monthly attendance sheets to her/his manager to facilitate payroll process
· Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed
· Coordination and representation
· In collaboration with the Country Representative and the Child Protection Manager, communicate with other humanitarian partners and local authorities in the target areas when relevant for the effective and efficient implementation of the Child Protection interventions
· Coordinate with other departments (programme and support) at field and capital level to ensure implementation of standardized activities as necessary.
Reporting
· In coordination with the Child Protection Manager, produce and submit to the Country Representative a monthly situation report.
· In coordination with the Child Protection Manager and the Child Protection Monitoring officer, participate in the completion of donor reports.
Security
· Comply with Tdh Security Regulations
Child Protection Policy
· Agree to comply with Tdh Code of Conduct and ensures that Child Safeguarding standards are strictly upheld
· Maintain and ensure a culture of strict confidentiality and data protection- inter Tdh staff and between Tdh staff and non Tdh employees
Others
· Undertake all other duties that may be determined by the Child Protection Manager that are compatible with the nature and scope of the original job description.
· Adhere to and ensure the team under her/his supervision follows Tdh administrative and logistical regulations and procedures
Profile :
· University degree in relevant field
· Knowledge of international humanitarian response and development work
· Proven track record and experience in child protection
· Good understanding of project cycle management
· Previous experience working in the field would be highly appreciated
· Excellent written and spoken English (French would be highly appreciated)
· Advanced IT skills. Previous experience working with databases would be highly appreciated.
· Excellent writing, reporting and communication skills.
· Detail-oriented and analytical skills
· Ability to work in an inter cultural environment
· Willingness to work in an isolated context, with very basic living conditions and no social life opportunities.
· Dynamic, motivated, patient and diplomatic.
