Starting Date: 01/01/2017
Main objective: The Country Representative represents AVSI Foundation in the Country and is responsible for the overall development and management (financial, administrative and planning) of activities in Sierra Leone according to AVSI’s mission and values.
Reporting to: AVSI Sierra Leone Desk Officer
Specific duties: The Representative, while performing his duty and responsibilities, will have to strictly abide to the AVSI’s mission, internal rules and regulations and to the operative manuals existing in its local offices as approved by the AVSI Headquarters.
  • Definition and implementation of the development strategy for AVSI’s activities in Sierra Leone together with the AVSI Desk Officer, in accordance with the Secretary General;
  • Planning and editing of economics and financial statements for the Country and single projects in collaboration with the Operational Manager and Program Managers, in accordance with the Desk Officer;
  • Supervision of human resources management, budget control, verification of administrative and logistic procedures;
  • Responsible for the whole AVSI staff (local and international) for security, goods and projects;
  • Development of new project proposal mainly in the education and social sectors;
  • Management of the AVSI Office in the country, according to AVSI mission in close collaboration with AVSI headquarters in Milan;
  • Development and maintaining relations with on site donors, local authorities, diplomatic representations, public, private, religious and cultural institutions, international partners (NGOs or agencies). Developing and preparing MOU and agreement in accordance with AVSI’ HQ;
· To work in close relation and dialogue with the local partners, to improve their skill, management and performance. To participate to their capacity building process through support for management of the educational facilities (schools) and contents;
· To monitor the presence of new donors, or international organizations, acting locally and establishing relations with them.

Essential Requirement:
  • Relevant post-graduate degree, or 3 years experience in high-level management of international NGOs or
  • Field experience in education, preferably in Africa context, would be an asset;
  • Previous experience with institutional and private donors (UE, ECHO, UN, USAID, etc…);
  • Excellent knowledge of English (compulsory);
  • Strong participatory leadership and interpersonal skills;
  • Strong ability to capacity, motivate and relationship with local partners and staff;
  • Excellent communication skills and in particular negotiation abilities;
  • Excellent organizational, administrative and management skills;
  • Ability to prioritize multiple tasks and meet deadlines.
