Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
The Conferences and Publications Department is responsible for ensuring communication between people involved in ITU activities and for the dissemination of ITU products, through its conference services (conference organization and logistics), language services (translation and interpretation in the six official languages, précis-writing, terminology and reference services) and documentation and publications services (text capture and text processing, electronic document management, publication composition, reproduction and distribution of paper and physical electronic products, and sales and marketing).
 Duties / Responsibilities
In the Document Composition Service (DCS) of the Conferences and Publications Department, under the supervision of the Head of Service, the incumbent carries out the following duties:
  • Supervises, organizes, coordinates and manages the work done by the Section, with due regard to quality of work and respect for deadlines.
  • Receives and registers documents and notes all relevant information.
  • Prepares work for composition: checks that nothing is missing from the documents; locates previous files and publications to be recovered; contacts the client services, translation sections, or other sections of the Service, in cases of error, omissions or doubts concerning texts; ensures that texts match the original language or English version before documents are dispatched to the intended recipients; ensures that documents are sent out on schedule; assesses the numbers of pages to be recorded in the final cost when documents are sent out using the appropriate program.
  • Distributes, shares out and supervises the work of assistants/revisers and operators at different stages of the work, and monitors the output and productivity of the Section.
  • Checks templates and ensures that they work as intended.
  • Ensures that conference documents are correctly styled and formatted, using the Document Hierarchy Viewer (DHV) tool.
  • Manages the network unit allocated to the section.
  • Welcomes new staff members and explains in general terms how the section and ITU work.
  • Gives instructions on the layout and production of documents.
  • Prepares, updates and communicates the information required concerning the templates and presentation standards applicable to each type of document and ensures that instructions/information received from the trainer are understood.
  • During conferences and meetings held in or away from Geneva, decides the composition of shift teams, trains the person responsible for a second shift team, and ensures liaison between the two shifts; is responsible for organizing overtime in the light of workload and schedules; authorizes taxi expenses.
  • Performs the following administrative duties: plans and authorizes leave for the Section's staff; writes the appraisal reports of the Section's staff; and compiles the Section's weekly statistics using the appropriate program.
  • Assists the Head of Service in the recruitment of qualified staff.
  • Submits recommendations to the Head of the Service regarding the recruitment of fixed term and temporary staff and in connection with promotions and secondments.
  • Participates in meetings of the Service and informs the Section's staff of any decisions that have been taken.
  • May be required to carry out capture and/or revision of documents.
  • May be required to perform other duties within the Service, seconded to other ITU services, or sent on missions for the Service or ITU.
Qualifications required
Education:
Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma. For internal candidates, obligatory schooling in combination with thirteen years of qualifying experience may be accepted in lieu of complete secondary education with a diploma for promotion or rotation purposes.
Experience:
At least eight years of experience in the field of the post including six years in a document composition or publication service involving some supervisory experience. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience.)
Languages:
Knowledge of French at advanced level and knowledge of English at intermediate level. Knowledge of a third official language (Spanish, Chinese, Russian) would be an advantage.
Competencies:
  • Knowledge of ITU activities would be an advantage.
  • Knowledge of ITU documents and their processing would be an advantage.
  • Ability to head a team in a rapidly changing environment.
  • Very good knowledge of using software tools in current use at ITU, in particular word processing (Office 2013), processing of diagrams/figures (CorelDraw, Visio) and data processing (Excel).
  • Ability to work under pressure and to focus simultaneously on different tasks.
  • Ability to type in French at the test speed applied in the Geneva-based United Nations common system organizations.

    Annual Salary: (Net of Tax)
    80,768.- CHF - 107,388.- CHF without dependants
