Monitoring and Evaluation (M&E) Specialist, Clean Energy & Water

Position Summary:**
The Monitoring and Evaluation (M&E) Specialist will support the CEW Unit in the implementation of USAID and other donor funded Clean Energy and Water Programs by providing technical support in M&E and Collaboration, Learning and Adaptation (CLA) Approaches. Duties which include: preparing the PMP and data management plan, designing the Sustainable Water Partnership M&E system, facilitate stakeholder participation in development of a learning agenda, creating data collection instruments and schedules, conducting impact assessments, and ensuring compliance with USIAD’s open data policy and M&E system requirements.
Essential Responsibilities:**
Sustainable Water Partnership (SWP) up to 60%
  • Support the implementation of USAID-funded SWP program:
    • Oversee the design and implementation of project M&E systems and develop plans of action for their execution.
    • Provide technical expertise in the development and revision of Performance Monitoring Plans (PMPs) and Data Management Plans
    • Monitor data collection, data analysis, data quality checks, and lead the process of adaptive management through analysis and discussion.
    • Train technical staff on M&E plans, data collection tools, and methodologies for collecting accurate, quality data, and:
    • Provide formal training to project staff and grantees on project M&E systems, policies, procedures, templates, and forms;
    • Ensure that all staff, partners, data collectors and survey enumerators are trained in gender sensitive interview techniques; and
    • Provide informal training as necessary;
  • Lead Collaboration, Learning and Adaptation (CLA) activities including the process of adaptive management through analysis and discussion of activity monitoring data for relevant programs.
  • Ensure compliance with USAID’s open data policy and M&E system requirements.
  • Provide inputs, including M&E measurement metrics and M&E narratives for:
    • Quarterly, Semi-Annual and Annual Reports; and
    • Project briefings and reports, on an as needed basis
  • Develop a system for aggregating results and impact of CEW work
  • Perform other duties reasonably assigned by the Deputy Project Director or Project Director
Other Responsibilities:**
Project Implementation Responsibilities (up to 15%)
  • Provide technical expertise on an as needed basis to Clean Energy and Water programs, including:
    • Developing and revising Performance Monitoring Plans (PMP) and Data Management Plans
    • Designing M&E systems and data collection tools.
    • Providing M&E training for project staff and partners.
    • Ensuring compliance with USAID’s open data policy and M&E system requirements.
  • Develop a system for aggregating results and impact of CEW work
New Business Responsibilities (up to 25%)
  • Strategically support the expansion of Winrock’s CEW Unit by contributing technical assistance in proposal development and recruitment, including:
    • Development of proposal M&E plans and framworks
Other Assigned Duties/Tasks
  • Represent Winrock at local, regional and national external events, as needed.
  • Build and maintain relationships with internal and external audiences.
  • Other duties as assigned.
Qualifications and Background:
Education: Master's degree or equivalent in social sciences or education / certification specializing in M&E preferred.
Experience:
  • Minimum of five (5) to seven (7) years of progressively responsible experience in the monitoring & evaluation of donor-funded international development projects.
  • Knowledge of USAID reporting requirements, including experience designing and implementing M&E Plans and working with external consultants for third party evaluations.
  • Experience designing qualitative and quantitative data collection tools and conducting data collection.
  • Experience related to fieldwork in rural areas, including strategic planning, performance evaluation, selection of indicators, collecting quantitative and qualitative data, and database management.
  • Experience with training and capacity building in M&E skills among project team members, partners, and stakeholders preferred.
Skills/Knowledge:
  • Ability to demonstrate the highest level of ethical standards at all times
  • Proficiency in word processing, spreadsheets, database set-up and utilization, data processing software, data visualization, mobile data collection, and presentation software (Microsoft PowerPoint)
  • Fluency in English (verbal and written) required
Other:
  • Ability to travel up to 10% as needed
  • Must be eligible to work in the U.S. for any employer
