Security Director, Democratic Republic Of The Congo

Chemonics seeks a security director for the ongoing five year, $134 million Accès, Lecture, Retention, et Redevabilité (ACCELERE!) project in the Democratic Republic of the Congo (DRC). Funded by USAID and the U.K. Department for International Development and currently in its second year of implementation, ACCELERE! is focused on early grade reading and improving equitable access to education and learning outcomes for girls and boys. It supports education service delivery in 25 education sub-provinces across provinces such as Haut Katanga, Lualaba, Kasaï Central, and Equateur, including in government schools and those administered by religious networks. The security director will be based in Kinshasa, We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Oversee the national security team in their day-to-day collection, collation, and analysis of open sources specific to security and safety-related incidents and trends in the project’s operational areas that can lead to the disruption of activities
  • Develop strategies to continuously improve and refine security management systems for effectiveness and efficiency, considering client needs, team dynamics, division, and corporate mission
  • Conceptualize, articulate, and lead strategic planning for technical support to project management teams in both the DRC and Washington, D.C.
  • Oversee a group of security coordinators based at project regional offices throughout the country and assist these teams with training, security threat information, and recommendations
  • Provide vision and leadership in project activities specific to security planning and implementation 
Qualifications: 
  • Bachelor's degree preferred; advanced first aid training required
  • Minimum 10 years of relevant international work experience in security, crisis management, and research and analysis, with at least two years of experience in the DRC strongly preferred 
  • Knowledge of the DRC security context, with a solid understanding of the current political and security situation in the urban and rural areas of the country
  • Experience designing and managing unified security platforms covering multiple offices in diverse geographical locations
  • Experienced in conducting security assessments; advanced planning and coordination for movements; site security operations; and threat/risk information gathering, analysis, and dissemination
  • Ability to manage an emergency response at a site and for a movement
  • Experience with contingency planning for evacuations and sheltering in place
  • Experience directly managing a local guard force with a focus on training and mentorship
  • Demonstrated leadership, versatility, and integrity
  • Emergency medical technician, ambulance technician, or equivalent experience preferred
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings in French and English
  • Ability and demonstrated experience to maintain composure in stressful situations and while interacting with challenging clients and subcontractors 
  • Fluency in writing and speaking both English and French
