Site Engineer/Architect

A. CONTEXT
MINUSCA mission is implementing a construction program for brick/masonry buildings, across the whole mission area, with aim to replace the prefabricated buildings, being used by its Civilian, military and police staff, for accommodations and offices purposes. This program, as per the directives of the DFS and as a result of the USG DFS’s recent visit to CAR, will be implemented using local materials and labor force, in order to boost the local economy and provide sustainable facilities to remain after the mandate is completed.
This program comprise, amongst all:
  • Purchase of local materials such as bricks, timber, sand, stones, etc, needed for the implementation of this program.
  • Labor intensive employment
  • Vocational/skills training and job employment on site.
  • Infrastructure improvement
  • Community reconciliation.
  • Economy boosting.
  • Outreach and social mobilization
  • Gender sensitization.
B. ORGANISATIONAL CONTEXT:
Under the overall supervision of the Chief Engineer’s office in Bangui, or his/her delegated representatives in Bangui and the Sector, these international individual contractor (IICs) will be performing their overall duties and responsibilities and reporting periodically the progress of the constructions at their respective sites.
C. GOAL AND OBJECTIVES
The international individual contractors (IIC) is expected to deliver on the following objectives:
· Plan, schedule and prepare projects for the buildings and camp/sanitary infrastructure with the use of applicable software.
· Supervise and coordinate the installation, servicing, maintenance and repair, in compliance with recognized standards and regulations pertaining to safety and installation codes, of buildings and camp/sanitary infrastructures
· Manage the technical and administrative functions in the unit under supervision.
· Ensure compliance of all work related activities in a fair, ethical and consistent manner
· Plan, schedule and implement construction or preventive maintenance of buildings, electrical power installation, air conditioning and refrigeration installations, power plants and other infrastructure facilities.
· Guide and direct scheduling and supervision for construction, repair, maintenance and installation of permanent buildings, temporary buildings, infrastructure and sites and premises in the mission area.
· Familiar with operating procedures, standards and codes of the facilities/equipment, with respect to location requirements.
· Support in the evaluating bids and proposals for constructions/installations projects.
· Prepare periodic acquisition plans for engineering materials/equipment the units under supervision
· Diagnose technical faults and carry-out remedy for malfunctioning or defective air-conditioning and refrigeration installations, electrical systems, generating sets and/or buildings and infrastructure.
· Supervise, inspect and appraise the work carried out by international and local staff and contractors. Supervise junior technicians, tradesmen and artisans assigned to the team, and local and international junior staff assigned by determining workloads and schedules.
· Conducting in-house training to junior technicians, tradesmen and artisans on the imaging technical skills in the new construction methods, installation of specialized equipment, fault finding and remedy.
· Identify resource requirements for his/her area of responsibility in connection with budget preparations.
· Intuitively review and approve work orders and assign tasks to tradesmen and technicians being supervised.
· Secure equipment, materials, supplies and spare parts for supervised works.
· Supervise the maintenance of records relating to inventories, work orders and general correspondence.
· Inspect and report on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision, and ensure proper utilization of available resources.
· Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure. Prepare bills of quantities and costing for infrastructure projects. Resolve problems; inspect quality of work and work performance.
· Issue instructions at site, record variances, supervise and record measurements of work taken with respect to work progress and progress payments.
· Follow up on correction of defects in material or workmanship of contractor’s work during the warranty period of the contracts.
· Support the preparation of cost estimates for infrastructure projects and maintenance programs.
· Assist in technically evaluating bids and proposals for construction projects.
· Keenly verify completion of construction or maintenance stages of projects and recommends to the Chief of Unit / Section for progress or final payments.
· Alert the Chief of Unit / Section of unusual occurrence and/or damage that have taken place or are likely to occur.
· Apply commonly used engineering calculations, practices and precedents in completing portions of larger projects related to construction, or repair of buildings, roads, bridges, field defenses, and other related structures and activities in the field.
· Conduct preliminary sites investigations to obtain field data such us soil characteristics and availability of existing service facilities such as road network, water services, electricity and generators, drainage systems etc and activities in the field.
· Assist in developing technical data regarding materials, sizes dimensions, and quantities and costs to be incorporated in formal specifications.
· Analyze project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribe resources.
· Design work and project plan for all units, prepare project costs and ensure that all material resources are managed efficiently according to UN rules and regulations.
· Make frequent visits to all sites and outposts within the mission area, with particular emphasis on monitoring methods used in assuring a high standard of constructions, site maintenance, and recommending corrective action as required.
· Prepare comprehensive weekly activity report for the Unit Head and other staff.
· Develop site plans and their implementation modalities, including construction of communal infrastructures, taking into account overall needs of targets groups, their cultural preferences and the concerns of the local communities keeping in mind policies priorities of United Nations, such as environmental issues.
· Supervision of construction works progress by verifying that’s works are executed according to UN standards quality and to the work plan.
· Work in close collaboration with United Nations partners operational in the field with reference to all technical related issues.
· Prepare comprehensive weekly activity report for the Chief Engineer.
· Perform any other duties as assigned by the Chief Engineer.
E. QUALIFICATIONS
Education:
Advanced university degree (Master's degree or equivalent) in Civil Engineering, Architecture or related appropriate area.
Experience:
A minimum of 07 years of progressively responsible experience in engineering projects management including at least 5 years at the international level.
Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required.
Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable.
Technical knowledge and language:
Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable. Experience working with youth engagement, community and program development and working successfully with community partners are preferable.
French & English are the working languages of the United Nations.
For the position advertised, fluency in oral and written English and French is advisable.
