Business Analyst - Technology for Development, P-4, Jordan, Kenya, Nepal, Senegal, Thailand and Panama

The strategic mission of the Information Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through the use of innovative, technology-enabled solutions for better outcomes for children. Information Communication Technology Division (ICTD) is looking to fill the (6) six positions of Business Analyst (T4D) at the P-4 level, incumbents will be out-posted to Regional offices in (Jordan, Kenya, Nepal, Senegal, Thailand and Panama). These individuals will help strengthen the engagement between Regional Chiefs of ICT and HQ Leadership.
Purpose of the Position
The incumbent of this position will assist the Regional Office and Country Offices with the identification, assessment, and integration of ICT into UNICEF programming, strengthening internal capacity to lead and support T4D related projects, identifying and engaging with key partners, identifying reusable and replicable technical building blocks and maximizing potential for T4D scale-up and rollout. They will also liaise with all stakeholders to build a preferred set of solutions, with the aim to reduce the complexity of entry into projects and increase solution portability from one country to the other. The incumbent is directly supervised by the Regional Chief of ICT but works closely in the field with Programme staff, Innovation and Country ICT staff, and in close liaison with the central ICT Division (ICTD) and the UNICEF Innovation function.
Key Expected Results
1. Guidelines and Strategy Development Implementation of and operational support UNICEF Cyber / Information Security program
  • Manage the development of T4D strategies for the regional priority areas, including assessment of T4D gaps, opportunities, standards, guidelines and develop a scale-up strategy for the Region.
  • Identify a select set of showcase T4D projects in the Region for potential regional scale up or modification.
  • Engage ICT Division at HQ and liaise closely with the Office of Global Innovation on potential strategies for scale-up in other regions or globally.
  • 2. Partnerships and Building Blocks
  • Raise awareness of potential partners and solutions to the region's ICT and Programme community.
  • Research, identify and engage with potential regional and country specific T4D partners (including, but not limited to, the private sector) and explore areas of engagement to promote and enhance UNICEF goals in the area of Technology for Development.
  • Participate in and facilitate the establishment of strategic long-term engagements (such as LTAs, PCAs and MoUs) with strategic partners in the region.
  • Work with all partners, including UNICEF's ICTD, the Regional Innovations Team and the Office of Global Innovation, to identify and package a growing number of solutions building blocks that can be added to the T4D solutions suite for use in a wide array of programme applications.
  • 3. Technical Assistance
  • Provide support and technical assistance to Country Offices in the area of Technology for Development and work with stakeholders to help develop standards, procedures and partnerships for T4D projects to be adopted within the Region and possibly globally.
  • Assist country offices to identify and assess new T4D initiatives, or new phases of on-going initiatives, with immediate potential to improve UNICEF programming.
  • Support the identification of appropriate mobile options, including the suitable solutions (SMS, USSD, IVR, Social Media Apps), that will correspond to Country specific Programme needs and the process of selection, negotiation and engagement with the Telco's and Regulatory authorities, and contract development by either UNICEF or Implementing partners.
  • Advise Country Offices on the optimal way to establish support structures for T4D initiatives identification, design, project management, scale-up and maintenance, and assist them in the recruitment of T4D consultants or coordinators.
  • Liaise closely with the Office of Global Innovation.
  • 4. Research and Analysis
  • Collect data, undertake analysis and prepare reports on existing initiatives and solutions.
  • Capture lessons learnt from various programmes and share resources available.
  • Disseminate information on T4D projects and resources and CO Innovation Hubs to the region.
  • 5. Capacity Building
  • Strengthen the capacities of UNICEF staff at country level in the area of Technology for Development by identifying appropriate training institutions and approaches.
  • Provision local Business and Technical Analysis services to Country Offices across all sections (ICT and Programme) to help define requirements, guidelines and sustainability for T4D solutions.
  • When appropriate, plan, coordinate and organize cross-sectorial T4D network meetings, workshops and training events to address specific needs and capacity gaps identified in the region.
  • Assist in the writing of Terms of Reference for external vendors.
  • Recruit, supervise and build a roster of interns/consultants within and external to the Regional ICT/T4D team to respond to the increased regional demands.
  • 6. T4D Focal Point
  • Act as focal point for all regional T4D related matters towards Country Offices, regional Programme sections, external partners, Regional Innovations Team, ICT Division/HQ and the Office of Global Innovation.
  • Represent the region in external, inter-agency or partner T4D forums.
  • Qualifications of Successful Candidate
  • An advance university degree (Master's) in Management, Information Systems Management, ICT Management, Innovation, Change Management, International Affairs, International Relations, International Development, or related field is required. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of eight (8) years of relevant experience at the national and international levels in identifying, designing and implementing solutions for large-scale projects with technical components – including supervising consultants and software developers; responsibility for business analysis, budgets, contracts, project management and procurement is required.
  • Previous hands on experience in a supervisory/managerial capacity is required.
  • Fluency in English (written & verbal) is required. Knowledge of an additional UN Language (French, Arabic, Chinese, Russian and Spanish) is considered an asset.
  • Candidates applying for Panama, fluency in English and Spanish (written & verbal) is required.
  • Candidates applying for applying for Senegal, fluency in English and French (written & verbal) is required.
  • Other relevant Requirements:
  • Experience in supporting and coordinating project activities across a large organization and with other international partner organizations.
  • Experience with ICT hardware, mobile phones and web-based technologies, particularly designing or deploying tools appropriate to low-bandwidth or sub-standard infrastructure environments.
  • Experience in Open Source, mobile and emerging technology applied to public health is extremely desirable.
  • Exposure to UNICEF programmatic areas, including (but not limited to) health, nutrition, child protection and/or education, and experience in applying technical solutions to address programmatic issues. Knowledge of UNICEF's ICT landscape will be considered an asset.
  • Expert knowledge or significant interest in one or more of these areas is desirable:
  • The use of Technology in Developing contexts;
  • RapidSMS (or mobile text messaging applications);
  • mHealth/eHealth;
  • E-Government;
  • Geographic Information Systems and Humanitarian Response;
  • Solar Power solutions.
